Evaluation
Proposals will be evaluated based on RTAT, price, and past performance. RTAT is considered more important than price. The Government reserves the right to award the contract to an offeror other than the lowest-priced. Offerors should submit recent (within 3 years) and relevant past performance references (up to three contracts).
Eligibility
