Scope of Work
The requirement includes:
- Dedicated Fiber Optic Internet: One dedicated channel with a minimum uplink/downlink speed of 80/80 Mbps (committed) to North America Sites, providing fault tolerance and 99.97% availability. The demarc point will be at the U.S. Embassy Office Compound, with no US IP Breakout needed.
- SIP Trunk Service: To support voice and fax communication to the Embassy's Avaya IP Office 500v2 PBX. Vendors will have access for SIP trunk configuration.
- DID Numbering: Provision of a DID range (8399 to 8600) sourced from South Sudan, requiring at least 400 numbers and the ability to port the current range (8300 to 8699).
- Hardware/Software: Provision of any required hardware, software, IP addresses (4 blocks static public for Internet, 1 for SIP Trunk), and telecommunications applications or software upgrades, including licenses.
- Support: 24/7 technical coverage with a one-hour response time for service breakdowns.
- Additional Requirements: Adequate redundancy at critical network points, content and URL filtering, and a twelve-month warranty for new equipment.

Submission & Evaluation

Eligibility: Offerors must be registered in SAM, have an office and presence in South Sudan, possess experience with Fiber Internet delivery, and be registered with the South Sudan Communication Authority (SSCA). Evaluation: A comparative evaluation will be conducted based on technical merit, past performance, and price. The award will be made to the responsible contractor whose quotation represents the best value to the Government; this is not a low price technically acceptable (LPTA) or trade-off process.
