Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for the installation of a lean-to structure at Edwards Air Force Base, CA. The contractor will provide all labor, materials, tools, and equipment for the construction, delivery, and installation of the sunshade.

• Installation of an 80’L x 30’W x 16’H lean-to with a vaulted center height of 18' on asphalt located 25' south of the B1820 vehicle gate.

• The lean-to will have four 16' openings on the east side, supported by ten concrete footings.

• Contractor responsibilities include site preparation, erecting safety barricades, site clean-up, and demobilization.

• The contractor shall not perform inherently governmental functions.

• The lean-to structure must be engineered to withstand 110 mph sustained winds.

• Roof snow loads and seismic loads must comply with Edwards AFB Design Standards (dated January 2024) and ASCE 7-10 Seismic Design Category D.

• Lightning protection and grounding system must be installed per UL96A Codes and include 3rd party UL Certification.

• The lean-to shall be tan/beige in color.

• The work will be performed at Edwards Air Force Base, CA.

• Work hours are 7:00 A.M. to 4:00 P.M. Monday through Friday, excluding federal holidays.

• Prior coordination with the 412 MXG/MXOL Site Support office is required.

• Delivery and completion schedule: 12 weeks or less from contract award.

• Compliance with UFC 3-301-01, UFC 3-310-04, MIL STD 3007, FAA specifications, Military Specifications, Unified Facilities Criteria (UFC), Air Force Instructions (AFI), Edwards AFB Standards, and applicable laws/regulations.

• Contract personnel will be escorted on the flightline and must adhere to all flightline rules.

• Contractor shall provide drawings, warranty information, material samples, product data, color charts, and a work schedule for Air Force review and approval.

• Government Furnished Property (GFP) is not being used.

• Environmental protection measures must be followed, including hazardous materials management, waste disposal, and compliance with the Desert Tortoise protection plan.

• Security requirements include criminal history background checks, base access procedures (Edwards AFB Form 496, DBIDS Card), and Antiterrorism Awareness Level I training.

• Operations Security (OPSEC) and Safety and Health Requirements (OSHA) must be adhered to.
