This is a combined synopsis/solicitation for commercial products and services, specifically Gasoline Automotive (MUP) and Diesel Fuel (DF2). • Line Item 0001: Gasoline Automotive (MUP) - 72,000 USG

• Line Item 0002: Diesel Fuel (DF2) - 10,800 USG

• Line Item 0003: Diesel Fuel (DF2) - 60,000 USG

• Line Items 0001 and 0002 will be awarded on an all-or-none competitive basis.

• Delivery is FOB destination.

• Offerors must provide proposals for all listed line items.

• All offers must be submitted in English, in US Dollars per US Gallon only, and signed by an authorized company official.

• Contract Type: Fixed-Priced, Requirements contract with Economic Price Adjustment (EPA).

• Period of Performance: Award Date through September 30, 2029.

• Delivery Period: 48 Hours after receipt of an order and ends October 31, 2029.

• Acceptance Period: Minimum of 180 calendar days.

• Offers Due: June 05, 2026, at 12:00 PM Fort Belvoir, VA time.

• Submission Method: Offers must be submitted via the Offer Entry Tool (OET). All amendments must be signed and uploaded to OET. Email submission to Aiyana.Polonia@dla.mil and Matthew.Womer@dla.mil is also an option.

• Questions Due: No later than June 05, 2026, at 12:00 PM Fort Belvoir, VA time, via email to Aiyana Polonia, Byron Phillips, or Matthew Womer.

• Evaluation Factors: Lowest Price Technically Acceptable (LPTA). Factors include Technical Capability and Price.

• Technical Capability: Evaluated on an Acceptable/Unacceptable basis. Offerors must provide a certificate of analysis or certificate of quality and a specification sheet for each product offered.

• Price: Lowest price will be determined by evaluating each line item independently.

• Set-Aside: None.

• Eligibility: Offerors must be registered in SAM.gov, WAWF, and DIBBS. Specific instructions for registration and access to OET are provided.

• This is an open continuous solicitation with successive closing dates. The first closing date is June 05, 2026.

• The solicitation incorporates numerous FAR and DFARS provisions and clauses by reference.

• Offerors must submit letters of commitment from transportation companies and petroleum suppliers.

• DLA Energy may conduct pre-award surveys to determine responsibility.

• Offerors are reminded to complete all fillable clauses.
