Scope of Work
The contractor will be responsible for furnishing all labor, facilities, parts, materials, equipment, tools, and data (excluding Government Furnished Property) necessary to accomplish the overhaul of the PUMPING UNIT, HYDRAULIC (NSN: 4320-01-147-2150, P/N: 70652-02950-105). All work must be completed in accordance with the Statement of Work (SOW). Required delivery is FOB Origin.

Evaluation Criteria (Step-One Technical)
Technical proposals for Step-One must not include prices or pricing information. Evaluation will determine technical acceptability based on responses to specific questions covering:
- Experience: Prior repair/overhaul of the UH-60 Pumping Unit or similar items, including contract details, contracting officer, and DCMA contact information.
- Capabilities: Overhaul/replacement capability, documented quality plan (calibration, continuous improvement, non-conformance, obsolescence, training, traceability), technician qualifications, hydraulic systems repair experience, paint/corrosion repair, and surface defect repair.
- Facilities & Equipment: Environmental controls, IUID program support, workbench, and OEM or certified equivalent test stand for Acceptance Test Procedure (ATP).
- Overhaul Plan: Willingness to submit a copy for evaluation, or commitment to submit a complete plan upon award, detailing receiving, disassembly, cleaning, inspection, repair, assembly, testing, coating, and packaging instructions.
- Supply Chain: Ability to acquire necessary parts, tooling, and materials.
- OEM Data: Experience with Sikorsky (Cage 78286) or approved suppliers, and possession of OEM data/drawings (ATP, CMM) with proof of rights.
The Government may make a final determination solely on the submitted proposal and may proceed to Step-Two without further information. Only bidders with acceptable technical proposals will be invited to Step-Two for pricing.
