Purpose
The Mission and Installation Contracting Command (MICC-West Point) seeks to replace end-of-life commercial cellular DAS technology at the United States Military Academy (USMA) with current 5G capabilities to support Cadets, Staff, and Faculty. The existing systems only support 4G LTE.
Scope of Work
The core task involves engineering the removal and replacement of existing DAS components that do not support 5G signals with new systems manufactured by Advanced RF Technologies (ADRF).
- Primary Facility: Building 758 (Jefferson Hall Library) will receive a full 5G upgrade, including active and passive components, cables, and antennas, utilizing existing racks/spaces.
- Optional Facilities (Contingent on Funding): Includes redundant power for Building 758, a full 5G upgrade for the General Instructional Building (GIB), redundant power for GIB, active DAS equipment replacement for 5G in Building 752 (Mahan Hall), complete passive equipment replacement for 5G in Building 752, and redundant power for Building 752.
- Key Activities: RF Propagation studies ("heat maps"), preliminary engineering design, installation, testing, certification, and development of "As Built" drawings.
Performance Standards
All systems must meet or exceed specified performance levels, including RSRP (< -95 dBm for >95% coverage) and SINR (> 4 dB with 100% loading for 95%+ coverage). Designs must be at least 6 dB stronger than peak macro benchmark data. All network-enabled hardware and software must support IPv6 and meet federal Section 508 requirements. Work must conform to standards such as BICSI 006, NFPA 70, IEEE 1100, IFC Section 510, FCC Regulations, and ANSI/TIA standards. The system must support ATT, VERIZON, and T-Mobile spectrum bands (LTE and 5G).

- Period of Performance: 180 Days from contract award (estimated June 1, 2026 – May 31, 2027 for the overall project).

Eligibility & Set-Aside
This requirement is a Total Small Business Set-Aside. Offerors must be Small Business GSA Contract holders under the appropriate NAICS code (334220, size standard 1250 employees) and registered in the System for Award Management (SAM) with current and valid UEI and CAGE Code.
Submission & Evaluation

- Submission Method: Proposals must be submitted via mail (commercial/Government carrier or hand-carried). Electronic submissions are NOT accepted. Digital volumes (I-IV) may be submitted on a single CD ROM or within a single binder, provided the digital copy is on a CD ROM. Cover pages and tables of contents are excluded from page limitations.
- Evaluation Factors: Technical, Past Performance, and Price. Technical evaluation will assess compliance with BICSI / ANSI-BICSI 006 standards. Offerors must submit up to three recent (within 36 months) and relevant past performance examples. Price will be evaluated for reasonableness.
- Award Basis: Award will be made to the contractor offering the most advantageous proposal, meeting minimum requirements at the Lowest Price Technically Acceptable (LPTA).
