Quick Summary
The Defense Logistics Agency (DLA) Aviation at Philadelphia is soliciting a proposal for F/A-18 EXPO Level Support under the existing Boeing Captains of Industry (BCOI) contract (SPRPA1-22-D-001U). This is a sole-source procurement from Boeing, justified under FAR 6.302-1, to provide comprehensive logistics management, material support, and engineering services for F/A-18 aircraft. This effort specifically covers a three-year option period of the BCOI contract. Responses are due February 2, 2026.
Purpose & Justification
The primary purpose is to continue providing critical fleet support for the F/A-18 EXPO program. Due to the weapon system's age, outdated drawings, unavailable tooling, obsolete materials, and a diminished vendor base, DLA lacks sufficient technical data for competitive procurement. Boeing, as the F/A-18 A-G OEM, possesses the unique technical capability and data required. This integrated approach aims to meet Navy and Marine Corps operational requirements and reduce aircraft downtime.
Scope of Work
- Logistics Management: Includes wholesale supply support, depot-level consumable support, material management, engineering support, sustainment elements, packaging, storage, reliability improvements, and field engineering support.
- Material Support: Fill DoD and Foreign Military Sales (FMS) customer requisitions for approximately 8,614 National Stock Numbers (NSNs) for the F/A-18, comprising both consumable and depot-level repair material.
- Depot Support: Fill material requirements emanating from individual airframe component repair events (RBOMs) at DoD maintenance repair depots.
- Engineering & Planning: Provide tailored support, supply chain engineering support, field and logistics service representatives, maintenance planning, and engineering liaison. Expected to make recommendations for Engineering Change Proposals (ECPs).
- Supply Chain Optimization: Aggregate all material requirements (production, repair, allowances) to leverage best value.
- Delivery: Deliver supplies to Government wholesale and retail supply points, both CONUS and OCONUS, within specified timeframes.
Contract Details
- Type: Fixed Price action against the existing BCOI contract.
- Procurement Method: Sole-source (FAR 6.302-1) to Boeing.
- Duration: This effort is for a three-year option period of the original BCOI contract, which has a total potential performance period of nine years (3-year base + two 3-year options).
- Performance Metrics: Contractor will be required to meet supply chain performance-based metrics for material availability and Depot Fill Rate for the 8,614 NSNs, with metrics based on individual NSN demand.
