Quick Summary
The Department of the Interior, National Park Service (NPS), through its MWR Midwest Region, is soliciting quotes for Solid Waste Collection Services at the St. Croix National Scenic Riverway (SACN). This opportunity is a Total Small Business Set-Aside for a Firm Fixed-Price contract. An amendment has revised the Technical Questionnaire to specifically require a spill plan. Quotes are due by June 19, 2026, at 5:00 PM UTC.
Scope of Work
The contractor will provide all necessary labor, management, supervision, materials, equipment, vehicles, and dumpsters for refuse and recycling collection at four designated locations within the St. Croix National Scenic Riverway, spanning Wisconsin and Minnesota. Services include weekly, bi-weekly, or monthly collections depending on the location and season, with specific dumpster sizes (e.g., 6-cubic yard trash, 2-4 cubic yard recycling). Performance standards require containers to be well-maintained, spills cleaned immediately, and disposal to comply with EPA and all regulations. A construction project at Osceola Landing (Fall 2026 – Spring 2029) will impact one dumpster and container relocation.
Key Requirements
Bidders must submit a Technical Questionnaire addressing their project performance plan, team composition, ability to start services by August 1, 2026, an accident/safety plan, and a Spill Plan (as per the revised questionnaire and SOW). Two to three similar past projects must also be described. Other requirements include furnishing specific container types (dark green/brown/black, graffiti-free), professional personnel, OSHA compliance, specific insurance levels, and a dedicated contract manager. Compliance with Department of Labor Wage Determinations for relevant counties is mandatory.
