Performance Work Statement (PWS)

To procure non-personal services for refuse and recycling collection, disposal, and recycling diversion for the National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS.

• Provide personnel, equipment, supplies, and services for refuse and recycling.

• Manage waste using existing government-furnished equipment (baler/compactors and dumpsters) and provide rental dumpsters.

• Services include collection, transport, and disposal/diversion of various waste streams (landfilled refuse, OCC, paper, steel, wood).

• Specific CLINs cover services for government-furnished containers, rental dumpsters for wood, scrap metal, mixed recyclables, and a separate location.

• Annual steam cleaning of government-furnished baler/compactors is required.

• Contractor must coordinate pickup schedules with the COR, providing 24-hour notice for will-call services, with completion within 48 hours.

• Reschedule pickups within 24 hours after inclement weather ends.

• Provide a monthly Solid Waste Disposal Report detailing tonnage and location of disposed and diverted materials.

• Performance will be evaluated on task completion, timely service delivery, and quality of waste handling and reporting.

• Contract duration: One base year and four option years.

• Place of Performance: National Bio and Agro-Defense Facility (NBAF), Manhattan, KS, and the External Distribution Center, Manhattan, KS.

• Site Security: Real ID compliant identification required for entry. All personnel must pass a fitness suitability determination. Contractor identification badges must be worn at all times. No unauthorized entry into buildings.

• Work Hours: Regular hours are 8:00 a.m. to 5:00 p.m., Monday-Friday, excluding Federal holidays. Off-hours work requires prior security approval.

• Proposal Requirements: Detailed cost proposal in whole dollars. Submission of two (2) relevant case studies.

• Site Visit: Contractors are responsible for visiting the site prior to bid submission.

• Personnel: Contractor employees must be US citizens and pass background checks. Site-specific training (approx. 2 hours) is mandatory before access.

• Digital Media: Prohibition of personal devices for photography/videography. Use of Government-Furnished Equipment (GFE) and permits required for media capture. Strict adherence to digital media control policies.
