Statement of Work (SOW)

To procure Solid Waste Removal Services for the Federal Correctional Institution (FCI) La Tuna, Anthony, TX, through an indefinite delivery/requirements type contract with firm-fixed prices.

• Provide transportation, collection, labor, and equipment for the removal and disposal of solid waste, trash, refuse, and debris from FCI La Tuna to a disposal site (landfill).

• Services include institutional waste, food service waste, and construction debris.

• Contractor is responsible for all trash, garbage, and debris spilled during the pulling and hauling process.

• Contractor is responsible for lawful and proper disposal of all materials removed from Federal property.

• Maintain cleanliness of areas adjacent to containers during trash removal.

• Clean and perform maintenance on containers/compactors as necessary.

• Pickups occur on Tuesdays and Thursdays between 9:00 a.m. and 9:30 a.m. local time.

• Specific pickups include:

  • Tuesdays: One (1) 34-yard compactor and one (1) 30-yard open-top roll-off dumpster.
  • Thursdays: Two (2) 30-yard open-top roll-off dumpsters.
  • Every other Thursday: One (1) 34-yard compactor and one (1) 30-yard open-top roll-off dumpster.

• Pickups falling on Federal Holidays or due to weather will be rescheduled to the first business day following.

• Waste containers will be located in front of the Main Power Plant building.

• Disposal facility must be approved by the Texas Department of Environment and Natural Resources and meet EPA Requirements and standards.

• Disposal facility must be located within a 60-mile radius of the institution.

• Place of Performance: FCI La Tuna, 8500 Doniphan Dr., Anthony, TX 79821.

• Contractor must adhere to all institution regulations for safety, custody, and conduct of inmates.

• Access to containers is available only during scheduled hours unless prior COR approval is obtained.

• Operators, equipment, and vehicles are subject to security checks and inspections on institution grounds.

• Government reserves the right to prohibit vendor employees from entering the facility for security reasons.

• Delays due to inclement weather, mechanical problems, or security matters may occur.

• If unable to perform services due to delays, contractor will be paid a predetermined trip fee for their time.

• Unperformed pickups may be rescheduled or performed on the next regularly scheduled pickup.

• Trip fees must be represented as separate line-item charges on invoices.
