Scope of Work
The selected advisors will:
- Maintain contact with the Federal Government of Somalia (FGS) and local civic/tribal leaders.
- Provide Somali to English and English to Somali linguist capabilities.
- Advise JSOTF-SOM leadership on cultural, political, and operational matters.
- Facilitate key leader engagements and support reporting products.
- Operate primarily in Mogadishu, Somalia, with potential for travel to austere locations.
Key Requirements
Contractor personnel must possess:
- A minimum of three years of experience as a cultural advisor in Somalia, specifically supporting U.S. Special Operations Forces.
- An active TS/SCI security clearance.
- Interagency Language Roundtable (ILR) Level 3 proficiency in both English and Somali.
- Demonstrated experience satisfying requirements outlined in the Performance Work Statement (PWS).

- Eligibility: Offerors must have an active System for Award Management (SAM) account, provide their Commercial and Government Entity (CAGE) number, and demonstrate facility clearance via Attachment 3 - Draft DD254.
- Past Performance: Requires third-party submission of a Past Performance Questionnaire (PPQ) by the solicitation due date.
