Statement of Work (SOW) / Performance Work Statement (PWS)

NIST seeks to procure Sonic Nozzle Gas Mixing Systems to perform precision dilution of raw gas materials for high-accuracy amount-of-substance mixtures and standard reference materials. These systems are critical for certifying specialty-grade semiconductor and electronics gases at the part-per-trillion level and safely diluting toxic gases for controlled delivery to optical instruments. The goal is to detect trace impurities in gas-phase samples relevant to the semiconductor industry, enabling next-generation diagnostics at sub-parts-per-billion levels.

• Line Item 0001: Sonic Nozzle Gas Mixing Instruments (Quantity: 3)

  • Gas mixing systems with sonic nozzles and/or orifices.
  • Minimum of one dilution gas inlet, one source gas inlet, and one mixed gas outlet.
  • 1/4-inch metal gasket face seal fittings (VCR).
  • 1024 source gas dilution points.
  • Relative uncertainty in dilution <1%.
  • Relative stability in dilution precision <0.5%.
  • Compatible with air and nitrogen dilution gases.
  • Gas outlet flow rate adjustable by bypass valve (max 5 L min⁻¹, targeted 0.1 L min⁻¹).
  • Gas outlet pressure up to 100 kPa.
  • Compatible with 120 V US wall outlet.
  • USB communication capability.

• Line Item 0002: Silconert Coating (Quantity: 2)

  • Two of the Line Item 0001 instruments to be coated internally with Silconert coating.

• Line Item 0003: Additional Outlets (Quantity: 2)

  • Two of the Line Item 0001 instruments to have an additional four diluted gas Silconert coated inlets.

• Line Item 0004: Portable Case (Quantity: 1)

  • Portable case for the sonic nozzle mixing instruments.

• Line Item 0005: Installation, Startup, and Training (Quantity: 1)

  • Installation, startup, and training at NIST Gaithersburg.

• Relative uncertainty in dilution: <1%

• Relative stability in dilution precision: <0.5%

• Gas outlet flow rate: adjustable, max 5 L min⁻¹, targeted 0.1 L min⁻¹ with bypass valve.

• Gas outlet pressure: up to 100 kPa.

• Place of Performance: NIST Gaithersburg.

• Period of Performance: Deliverables due no later than 10 weeks after receipt of award (14 weeks for Installation, Startup, and Training).

• All items must be new; used, remanufactured, experimental, prototype, or custom items are not acceptable.

• "Gray market" components are not acceptable.

• Items must be shipped in original manufacturer's packaging with all original documentation and software.

• Installation includes uncrating, rigging, set-up, hook-up, and removal of trash.

• Training for up to three users on system functions, maintenance, data administration, and troubleshooting.

• Warranty: Minimum of one year after receipt of equipment, covering parts and labor.

• Payment: 100% after installation and acceptance, after successful completion of testing, and after successful demonstration of instrumentation performance.

• Delivery Terms: F.O.B. Destination.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Quotation (RFQ) under solicitation number 1333ND26QNB030042. The acquisition is being solicited as a small business set-aside.

The solicitation requests firm-fixed-price quotations for the following line items, detailed in Attachment #1 (Statement of Work):

• CLIN 0001: Sonic Nozzle Gas Mixing Instruments (3 Each)
• CLIN 0002: Silconert Coating (2 Each)
• CLIN 0003: Additional Inlets (2 Each)
• CLIN 0004: Portable Case (1 Each)
• CLIN 0005: Installation, Startup, and Training (1 Each)

Delivery is required to NIST Gaithersburg, with due dates of no later than 10 weeks ARO for CLINs 0001-0004 and 14 weeks ARO for CLIN 0005.

This is a firm-fixed-price acquisition. The contract type is a purchase order (PO) awarded under simplified acquisition procedures in accordance with FAR part 12.

• Submission Deadline: Quotations must be received by 12:00 PM Eastern Time on February 17, 2026.
• Submission Method: Electronic quotations via email to junee.johnson@nist.gov and forest.crumpler@nist.gov. Reference RFQ number 1333ND26QNB030042 in the subject line.
• Quotation Preparation: Quotations must be divided into three distinct volumes:
  • Volume I – Technical Quotation (demonstrating capability and compliance with SOW)
  • Volume II – Price Quotation (firm-fixed-price for each CLIN, including shipping and tariffs)
  • Volume III – Terms and Conditions (completing required information from attachments)
• Evaluation Criteria: Award will be made to the responsible offeror proposing the lowest price that is technically acceptable. Award will be based solely on initial quotes without discussions.

This acquisition is a small business set-aside.

• The North American Industrial Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees.
• Questions concerning the solicitation must be submitted in writing to the Contract Specialist and Contracting Officer no later than 2 calendar days after the solicitation issuance date.
