Opportunity Details

Purpose: To provide COCO aircraft services for the aerial deployment of production and pre-production sonobuoys for Sonobuoy Lot Acceptance Testing (SLAT). This ensures sonobuoys meet performance and reliability specifications before fleet delivery.

Scope of Work:

  • Provide FAA certificated aircraft and personnel capable of supporting SLAT missions.
  • Aircraft must be equipped with a pneumatic launch system for NATO 'A' size sonobuoys.
  • Missions involve overwater flight profiles up to 100 NM offshore, at altitudes from 500 to 8,000 feet Mean Sea Level (MSL), with stable airspeeds below 250 KIAS.
  • Each mission requires a single flight sortie, deploying 32 to 52 sonobuoys.
  • Support includes SLAT, Engineering Test Drops, Pattern Accuracy Testing, Mammal Mitigation & Range Clearance, and Training/Rehearsal Sorties.
  • Key requirements from the Draft RFP include Capability Stand-up (pre-operational readiness, aircraft modification, Safe-for-Flight declaration), Monthly Fixed Cost (maintaining operational readiness), Flight Services (airborne operations, data capture), and Administrative & Technical Data (CDRLs).

Place of Performance: Operations will primarily occur over open-ocean test ranges near San Clemente Island, CA. Aircraft operations will originate from a contractor base within 50 nautical miles of Naval Air Station North Island, San Diego, CA.
