Indian Economic Enterprise (IEE) Definition

An IEE is defined as a business owned by one or more Indians, Federally Recognized Indian Tribes, or Alaska Native Corporations, provided that:

  • Combined Indian/Tribal/ANC ownership is at least 51%.
  • Owners receive at least 51% of the earnings from the contract.
  • Management and daily operations are controlled by one or more individuals who are Indians.

Submission Requirements

Interested vendors, especially ISBEEs, must submit a capability statement demonstrating their ability to perform the required services. Generic statements are insufficient. Responses must include:

  • Number of years of experience in Medicare Claim Management / RCM Service.
  • List of past jobs/contracts for Medicare Claim Management / RCM Service.
  • A detailed demonstration of how the company meets the IEE definition, specifically addressing:
    • How the prime IEE will receive at least 51% of earnings (or combined with subcontractors if applicable).
    • How management and daily operations will be controlled by one or more Indians.
  • A copy of the Buy Indian Act Indian Economic Enterprise Representation Form (attached as B11 - IEE Representation.pdf).
