Indian Economic Enterprise (IEE) Definition
An IEE is defined as a business owned by one or more Indians, Federally Recognized Indian Tribes, or Alaska Native Corporations, provided that:
- Combined Indian/Tribal/ANC ownership is at least 51%.
- Owners receive at least 51% of the earnings from the contract.
- Management and daily operations are controlled by one or more individuals who are Indians.
Submission Requirements
Interested vendors, especially ISBEEs, must submit a capability statement demonstrating their ability to perform the required services. Generic statements are insufficient. Responses must include:
- Number of years of experience in Medicare Claim Management / RCM Service.
- List of past jobs/contracts for Medicare Claim Management / RCM Service.
- A detailed demonstration of how the company meets the IEE definition, specifically addressing:
- How the prime IEE will receive at least 51% of earnings (or combined with subcontractors if applicable).
- How management and daily operations will be controlled by one or more Indians.
- A copy of the Buy Indian Act Indian Economic Enterprise Representation Form (attached as B11 - IEE Representation.pdf).
