Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a toll-free telephone Nurse Advice line to decrease Emergency Room (ER) visits for American Indian/Alaskan Native patients living on or near the Lake Traverse Reservation, Sisseton, South Dakota. This service aims to reduce unnecessary ER visits and direct patients to appropriate care.

• Provide 24/7 Nursing Telephone Triage Services.

• Maintain a fax machine, telephones, and a toll-free telephone line.

• Provide Registered Nurses and personnel to deliver the services.

• Offer toll-free telephone access for Nurse Advice and Medical Library on a 24/7 basis.

• Fax encounter forms within 24 hours to WWKMHCC Nursing staff, including caller details and advice provided.

• Utilize specialized software, interactive voice response technology, and triage protocols.

• Answer phone calls, obtain patient demographics and reason for call, and provide callback or transfer to a nurse as needed.

• Prioritize callbacks for urgent symptoms (within 10 minutes) and non-urgent calls (within 30 minutes).

• One (1) year from the date of award.

• Services are to be provided 24 hours per day, 7 days per week.

• The WWKMHCC is open during Federal Government holidays.

• Contractor must maintain confidentiality of all information provided.

• Contractor must comply with applicable Joint Commission on Accreditation of Healthcare Organizations standards.

• Contractor and Registered Nurses must comply with specific statutes including the Crime Control Act, Indian Child Protection and Family Violence Prevention Act, Privacy Act, and HIPPA Act.

• Registered Nurses must hold a current unrestricted state license, basic life support (BLS) certification, and one year of experience.

• Registered Nurses must have passed the NCLEX and be fluent in English.

• Contractor must verify Registered Nurse licensure and inform WWKMHCC of license status.

• Contractor must provide contract Registered Nurses who are currently registered and can interact with patients and staff in a customer-friendly and culturally sensitive manner.

• Contractor is responsible for all labor, fringe benefits, taxes, and other costs pertinent to performance.

• Invoices must be submitted electronically via the Invoice Processing Platform (IPP).
