Quick Summary
The Army Contracting Command – Detroit Arsenal (ACC-DTA) is conducting a Sources Sought / Market Research Survey to identify industry capabilities for the production of ADR Vehicular Equipment Kits. These kits are standardized safety and emergency response equipment legally required for vehicles transporting hazardous materials. The government is seeking information for planning purposes for a potential five-year requirement. Responses are due June 12, 2026.
Scope of Work
The requirement is for ADR Vehicular Equipment Kits designed for integration into various military vehicles, including M916A2, M916A1, M1062, M978, M872A4, M1102A4, M107, M104A1, M1075A1, M1076, M1076A1, M967A, M969A3, M977A4, M985A4, M1082, M1095, M989A1, M1088, M1078A1P2, M1084A1P2, and M1085A1P. These kits provide essential tools for drivers to manage initial accident or spill phases, ensuring personal safety, warning other road users, and taking immediate preventative actions. Attachment 0001 details specific NSNs and projected annual quantities, consistently 3816 kits per year over five years.
Technical Requirements
A Technical Data Package (TDP) is associated with this procurement, classified as Distribution "D," limiting access to Department of War (DoW) and U.S. DoW contractors. Vendors must possess a current DD Form 2345 (Militarily Critical Technical Data Agreement) on file with the Defense Logistics Information Service (DLIS). Access requests are made via SAM.gov, followed by emailing the approved DD 2345 to the contracting specialists. Vendors without a current DD 2345 must submit one to the Joint Certification Program, which can take 6-10 weeks for processing. All TDPs must be destroyed after use.
The ADR Vehicular Equipment Kits TDP contains Source Controlled Parts, listed in Attachment 0003. Vendors must provide proof of ability to obtain these parts from approved sources or commit to becoming an approved source through the Source Approval Request (SAR) process.
