This document is a Sources Sought notice, not a solicitation, intended for planning purposes only. Its primary goal is to conduct market research to identify potential sources capable of performing construction services under a Multiple Award Construction Contract (MACC) at Al Udeid Air Base (AUAB). The information gathered will help refine a planned Multi-Year, MACC Indefinite Delivery Indefinite Quantity (IDIQ) procurement.

Potential contractors must demonstrate expertise in design-build construction, including but not limited to maintenance, repair, alteration, and new construction of facilities. The contractor must be capable of managing up to 15 projects simultaneously, each valued up to $300,000.00. Project disciplines may include civil, structural, architectural, mechanical, plumbing, communications, intrusion/detection, audio/visual systems, electrical, petroleum/oil/lubricants systems, asphalt and concrete pavements, masonry, roofing, earthworks, landscaping, hazardous abatements, and utilities.

• NAICS Code: 236220 - Commercial and Institutional Building Construction (Size Standard: $45,000,000.00)
• Contract Structure: One (1) year base period plus four (4) option years, with a six (6) month extension of services.
• Projected Period of Performance: July 2027 – July 2032
• Estimated Annual Project Opportunities: 50
• Estimated Annual Total Value (USD): $35,000,000.00

Interested parties are requested to submit responses to a "Contractor Capability Survey" (attached). Responses must be received no later than 4:00 PM Arabian Standard Time on March 1, 2026, via email to laura.wade.2@us.af.mil. Hardcopy submissions and references to vendor web pages will not be accepted. Submissions must be in English.

This notice does not specify any set-aside requirements. It seeks to identify responsible construction companies.

• Access to AUAB will be required for the duration of the contract, with a reoccurring base pass renewal process anticipated.
• No contract award will be made as a result of this Sources Sought.
• If a procurement is conducted, a separate solicitation will be posted on SAM.gov.

Part II: Corporate Capabilities: Asks for information on Project Capacity (annual workload, project numbers, average value), Multi-Project Capacity (ability to manage up to 15 simultaneous projects around $300,000 each in Qatar), Equipment Resources (procurement/leasing process, owned inventory), Design & Engineering Expertise, Construction & Repair Experience (with project examples), SAM Registration status, Corporate History, and Financial Instruments (performance guarantees, bonding, insurance, ILCs).

Part III: Corporate Experience: Inquires about Multi-Project Performance (successful management of simultaneous projects), U.S. Government Contract Experience (prime or subcontractor), and Design-Build Experience (with examples).

This survey is crucial for potential bidders to understand the type of information the government is collecting to pre-qualify or assess their capabilities for future construction opportunities. Completing this survey accurately will help demonstrate a company's capacity, experience, and readiness to undertake government contracts, particularly those involving multiple simultaneous projects in Qatar.
