Purpose & Scope
This is a Sources Sought notice for information purposes only and is not a solicitation. EFLHD seeks to determine the availability and capability of small businesses under NAICS 541330 (Engineering Services). The services involve Construction Inspection and related engineering and professional support for FLMA construction contracts. This includes inspection and documentation of highway and bridge construction, monitoring contractor compliance, review of submittals, materials inspection, safety and environmental compliance, progress documentation, and schedule monitoring. Projects may encompass highway/roadway construction and rehabilitation, pavement rehabilitation, bridge repair/replacement, drainage improvements, erosion control, traffic control, signage, and other transportation infrastructure improvements. All work will be supervised by a Licensed Professional Engineer.
Contract Details
EFLHD anticipates awarding one or more IDIQC contracts. Each contract is expected to have a one-year base period, four one-year options, and a six-month option extension, with a maximum not-to-exceed value of $60 million over the five-year period. Contract awards are not expected before April 2027.
Submission Requirements
Qualified Prime Contractors must submit the following via email to EFLHD.AE@dot.gov (Attn: Helson Roman) by the deadline:
- Statement of intent to submit an offer as a Prime Contractor.
- Full business name, address, point of contact, phone, email, and website.
- Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) Code.
- Firm's size standard under NAICS 541330 ($25.5 Million) and applicable socio-economic classifications (e.g., small business, WOSB, 8(a), SDVOSB, HUBZone).
- Description of ability to perform at least 50% of the contract cost with its own workforce (per FAR Clause 52.219-14).
- Examples of relevant experience within the past 5 years in Construction Inspection for highway, bridge, or transportation infrastructure projects of similar magnitude and complexity. Include project descriptions, customers, timelines, locations, satisfaction, dollar values, and the firm's role.
Submission Format & Deadline
Responses are limited to 10 pages, single-spaced, using 12pt Times New Roman or Arial font, with 1" margins on 8.5" x 11" pages. Submissions must be in electronic format (Adobe Acrobat or Microsoft Word, readable and searchable). Do NOT submit resumes, marketing material, slide presentations, or technical papers.
