Statement of Work (SOW)

To implement and maintain an Area-wide digital solution for providing FDA-required Medication Guides (MedGuides) to patients and caregivers at the point of dispensing. The goal is to support regulatory compliance, enhance patient education, and improve pharmacy workflow efficiency.

• Provision, implementation, and ongoing support of a paperless medication guide and patient education solution for Billings Area IHS pharmacy programs.

• Solution must provide FDA-compliant MedGuides in a digital format.

• Must be compatible with existing pharmacy management and prescription labeling systems (e.g., ScriptPro).

• Includes initial setup, configuration, training, and ongoing access to digital MedGuides and patient education content.

• Solution must NOT access, store, or transmit patient medical records, electronic health records, RPMS, or other protected health information.

• Standalone or manual solutions are not acceptable.

• Services will be monitored through review of deliverables, system availability, responsiveness to support requests, and compliance with SOW requirements.

• Acceptance of services based on successful delivery of required functionality and adherence to contract terms.

• Base Period: June 1, 2026 – May 31, 2027

• Four Option Years extending through May 31, 2031

• Services performed remotely, with necessary on-site support for implementation at listed Billings Area IHS pharmacy locations.

• Patient access to Medication Guides will be web-based.

• Compliance with applicable federal laws, regulations, and policies (FDA, FAR, HHSAR).

• Compliance with IHS and HHS information security and privacy requirements.

• All Information and Communication Technology (ICT) deliverables must comply with Revised Section 508 Standards and WCAG 2.1 Level AA standards.

• Contractor shall provide conformance documentation (VPAT®/ACR or HHS Section 508 Accessibility Checklists).

• Invoices submitted via the Invoicing Processing Platform (IPP).
