Purpose
This is a Sources Sought Notice only, not a solicitation. The U.S. Government desires to procure BurpSuite software and is seeking information from small businesses to determine if a small business set-aside is viable. The Army will not be able to set aside this requirement if fewer than two qualified small businesses respond with sufficient information. This notice also aims to gather details on commercial availability, pricing, and recommendations for structuring contract requirements to facilitate small business competition. All small businesses, including those in socioeconomic categories (8(a), SDB, HUBZone, SDVOSB, WOSB), are encouraged to respond.
Requested Information
Respondents are asked to provide:
- Firm name, point of contact, phone, email, DUNS, CAGE, and small business status (including 8(a), SDB, HUBZone, SDVOSB, WOSB) with corresponding NAICS code 513210 (Software Publishers, $47.0M size standard).
- Interest in competing as a prime contractor, and any planned subcontracting, joint ventures, or teaming arrangements. Identify if your firm is a Federal Supply Schedule (FSS) Contractor.
- Detailed information on previous experience with similar requirements (size, scope, complexity, timeframe, government or commercial).
- Information on commercial availability, including pricing, delivery schedules, and customary terms.
- Recommendations on how the Army can best structure contract requirements to enhance small business competition.
- Identification of any conditions unnecessarily restricting competition.
- Recommendations to improve the approach/specifications for acquiring the software.
