The Indian Health Service (IHS), Oklahoma Area, is conducting a Sources Sought to identify qualified businesses capable of providing Clearinghouse Services for its facilities. Scope of Work
The requirement is for a secure software application to facilitate electronic transactions and Direct Data Entry (DDE) / Florida Information Shared System (FISS) access across twelve (12) IHS facilities in Oklahoma and Kansas. Key services include:
- Developing and providing a secure data exchange software solution.
- Enabling connectivity to Medicare DDE/FISS products.
- Facilitating eligibility verification and third-party insurance claims validation, approval, and processing for Medicare, Medicaid, VA, and Commercial Payers.
- Supporting both medical and dental claims processing.
- The service must not require installation of contractor software within the IHS environment and must utilize secure File Transfer Protocol (FTP).
- Adherence to Interconnection Security Agreements, Memoranda of Understanding, and Business Associate Agreements.
Performance Requirements
Contractor responsibilities include end-to-end communication testing, daily operations support, routine technical support, and timely notification of maintenance or disruptions. Customer support must be available via telephone and email (8:00 am - 5:00 pm CST) with a minimum two-hour response time. The service must provide secure internet-based connectivity to fiscal intermediaries, unlimited DDE/PPTN online Medicare claims status/corrections, automated batch file transfers (837/835, 276/277), and accept electronic claims from RPMS. A flat fee for unlimited transactions is required, along with weekly reports on claims approval and clearinghouse activity.
