Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a Continuous Emission Monitoring System (CEMS) for the Air Force Institute of Technology (AFIT) to accurately determine the combustion efficiency and quantity of exhaust products from advanced engines. This system is needed to understand how various factors affect engine emissions and to ensure their feasibility, viability, and survivability for the Air Force.

• Provide a Continuous Emission Monitoring System (CEMS) with specific technical requirements.

• Products must be domestic or qualifying country end products.

• Deliver a complete system to the specified AFIT address.

• CEMS Technical Specifications:

  • Sampling probe withstand 180 psi at 900°F.
  • Detect hydrocarbons to single-digit ppm.
  • Measure Oxygen to single percent or better.
  • Measure NO and NOx to single-digit ppm.
  • Measure CO and CO2 to single-digit ppm.
  • Ability to measure SOx is a benefit, not required.
  • Rack-mount or similar footprint, typically under 24"x40", designed for 19" components.
  • Include all plumbing and electrical diagrams.
  • Gas sample lines must hold 212°F from sample head to sensors.
  • Include a 1-year warranty on all parts.

• Qualifying Country Products: Must comply with R-DFARS 252.204-7998 Alternate A.

• Delivery Lead Time: No later than 26 weeks after contract award.

• Delivery Address: Air Force Institute of Technology/ENY, 2950 Hobson Way, WPAFB, OH 45433.

• Warranty: 1 year on all parts.

• Delivery Procedures for Commercial Vehicles: Vehicles larger than a large pick-up truck require inspection by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) at Gate 16A off State Route 444. Specific procedures apply for exceptions and re-entry.

• Invoicing and Payment: Payment upon submission of a properly prepared invoice and after final inspection and acceptance. Invoices must be submitted via Wide Area Workflow (WAWF) and include specific details such as contractor name, invoice number, order number, CLIN, description of supplies/service, unit price, and extended price.

• Small Business Specifics (if applicable): Rationale for compliance with Limitations on Subcontracting (RFO 52.219-14), including teaming arrangements, subcontracting percentages, and use of small/large businesses.
• Small Business Subcontracting Feedback (if not set aside): Identification of areas likely for small business subcontracting.
• Facility & Service Capabilities: Description of facility, services/supplies, staff composition, and management structure.
• Past Experience: Details of similar projects (contract number, date, description, agency, POC).
• Product/Service Viability: Any requirements that preclude the bidder's offering.
• Market Pricing: Information on established market prices and terms/conditions for government vs. commercial offerings.
