Sources Sought – Digital Depot Support – MDMC Albany

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the Fleet Marine Force (FMF) with worldwide organic field-level and depot-level maintenance support for rebuild, repairs, engineering solutions, modifications, calibrations, manufacturing, and technical services to maximize the operational readiness, lethality, and sustainability of ground combat and combat support weapon systems and equipment.

This PWS outlines requirements for providing Information Technology support services to the Marine Depot Maintenance Command (MDMC) Digital Depot. The contractor will work with the Information Systems Security Manager (ISSM) and MDMC points of contact to provide general project oversight and support. Key IT systems include:

• Depot Modernization Planning System (DMPS)
• Integrated Global UID Enterprise Solution (I-GUIDES)
• Maintenance Center Productivity and Labor Management System (MCPALMS)
• Maintenance Center Production Application System (MCPAS)
• Maintenance Repair and Overhaul System (MRO) (removing by 5/31/2026)
• Test Measurement and Diagnostic Equipment Website (TMDE Website)
• MDMC Power Platform (MDMCPP)

Support services include:

• Project Management

• Microsoft Power BI, Power Apps, and Power Automate (M365) configuration

• Microsoft Dynamics 365 configuration

• Manufacturing Execution System integration

• Maintenance and enhancement of legacy systems and applications

• Operation Technology Integration

• Database administration and maintenance support

• Network Engineering/Administration support

• Systems Engineering/Administration support

• Cybersecurity support (Information System Security Officer and Validator)

• AI support (includes Machine Learning, Deep Learning, and Robotics)

• Data warehousing support

• Data Analytics support

• Cloud Migration

• Cloud Architect

• Contractor shall comply with all contract requirements regarding safety, security, quality of work, access, Government-owned property, material and information, host facility rules and regulations, policies, processes, procedures, and directions.

• Monthly status and staffing reports are required.

• Contractor shall maintain Capability Maturity Model Integration (CMMI) Level 3 certification.

• Production environment availability must be 99.3% or greater.

• Assured Compliance Assessment Solution (ACAS) scans are required monthly with specific timelines for fixing vulnerabilities.

• Period of Performance: One (1) year, from 5/1/2026 to 4/30/2027.

• Place of Performance: Marine Depot Maintenance Command, 814 Radford Blvd, Maintenance Center Bldg 2200, Albany, GA 31704-1128.

• Contract Type: Combined contract including Firm Fixed Price (FFP) and Cost Reimbursement (CR) CLINs.

• Security: Personnel require Common Access Cards (CAC) and may need favorable background checks. Approximately 30 days should be factored for CAC acquisition.

• Key Personnel: Specific qualifications and staffing timelines are outlined for Project Manager and Cybersecurity Analyst.

• Training: Contractor is responsible for all staffing and Key Personnel training, except for training explicitly defined as government expense. Specific government-provided training courses are listed.

• Dress Code: Compliance with Marine Depot Maintenance Command Order 12000.1.

• Data Rights: All items generated by the Contractor become the property of the U.S. Government/Marine Corps.

• Organizational Conflict of Interest (OCI): Contractors must notify the KO of any potential OCI and submit a mitigation plan.

• Safety: Compliance with all applicable safety and health rules, including OSHA standards. A written Safety Plan is required within ten (10) calendar days of contract award.

• Government Furnished Items/Services: Includes telephones, email services, MCEN access, facilities, utilities, equipment (including MCEN-N laptops), and information.

• Contractor Furnished Items/Responsibilities: Includes procuring and maintaining equipment, licenses, insurance, and providing medical services for personnel. Software updates must be tested prior to deployment.

• Deliverables: Weekly Status Reports, Scheduled Maintenance Reports, Department of Navy Applications and Database Management System (DADMS) documentation, Monthly Payment Requests, Annual System Reviews, and Project Closeout reports are required.
