Opportunity Details

This is a Sources Sought notice, not a solicitation. The EPA intends to award a hybrid contract consisting of Firm Fixed Price (FFP) and Fixed Rate for Services – Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Line Items (CLINs). The contract is anticipated to have a 12-month base period and four 12-month option periods, totaling 60 months. The estimated value for the construction portion is between $5,000,000 and $10,000,000 per year.

Scope of Work

The successor contractor will furnish all necessary labor, supervision, transportation, equipment, and supplies for facilities maintenance and support services across all EPA facilities in the RTP, NC area. This includes, but is not limited to:

  • Maintenance and Operation: Facility infrastructures, buildings, equipment, Building Automation Systems (BAS), and a Facility Help Desk.
  • Repairs & Alterations: Buildings, equipment, electrical, mechanical, and plumbing (MEP) systems.
  • Specialized Services: Shop services (fabrication, woodworking, welding), electrical safety inspections, electronic and CCTV security systems, fire protection (extinguishers, alarms, sprinklers), control systems, food service equipment, elevator maintenance, environmental compliance, snow removal, roadway/parking lot maintenance, chemical spill response, engineering technician support, and utility work.
  • Compliance: Work will be subject to the Service Contract Act/Collective Bargaining Agreement and the Davis-Bacon Act.

Facilities

The EPA-RTP campus spans approximately 1.4 million square feet, encompassing offices, environmental research laboratories, the National Computer Center (NCC), conference spaces, and a child care facility (First Environments Early Learning Center - FEELC). These facilities include CDC Bio-Safety Level II Research Facilities and AAALAC accredited facilities.

Eligibility & Submission Requirements

This opportunity is for Small Businesses under NAICS 561210 (Small Business Size Standard: $47 Million). Interested parties must submit a capabilities statement package (maximum ten pages) via email. The package should include:

  • Company Profile: Employees, annual receipts, office location(s), UEI, CAGE code.
  • References: At least three recently completed projects of similar work and magnitude, detailing contract numbers, descriptions, facility size, dollar value, and prime/subcontractor role.
  • Specific Capabilities: Documented experience with multi-facility installations (including child care, engineering research, Bio-Safety Level II/AAALAC labs, computer centers), use of recovered materials, understanding of regulatory compliance (state, federal, environmental, safety, energy), and proof of available bonding capability (including maximum construction bonding per contract and aggregate).
  • Small Business Status: Indicate specific small business designations (e.g., 8(a), HUBZone, SDVOSB, WOSB, VOSB) with SBA certification proof and average annual receipts for the preceding three fiscal years.
