Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive facilities operations, maintenance, and support services for the U.S. Environmental Protection Agency (EPA) facilities located at Research Triangle Park (RTP), North Carolina. The objective is to provide a high level of service to support the EPA's research and development activities in a dynamic environment.

• General Requirements: Provide 24/7/365 facility services, including management, training, licensed personnel, tools, and labor. Services must comply with industry standards, national, state, and local codes, OSHA regulations, and EPA facility standards. The contract is divided into Base Contract Requirements, Standing Task Orders (STOs), and Task Orders.

• Base Contract Requirements: Include operation, maintenance, and inspection of Building Automation Systems (BAS), operation of a Facility Help Desk, provision of Key Personnel, administrative support, and supply inventory management.

• Standing Task Orders (STOs): Cover unscheduled/unpredictable maintenance requirements, including Consolidated Services (Service Calls, Maintenance Repairs, Inclement Weather, Physical Access Control System Maintenance) and Consolidated Construction (Water Damage Repair, Interior/Exterior Painting, Small Infrastructure & Installation Support).

• Task Orders: Will be issued for work outside the scope of the base contract and STOs.

• Specific Services: Encompass a wide range of facility services including, but not limited to:

  • Facility Services (Preventive Maintenance, Facility Help Desk, Operations)
  • Alterations and Repairs of Buildings, Equipment, and MEP Systems
  • Shop Services (Sheet metal fabrication, woodworking, painting, welding, machining)
  • Electrical Service (Inspections, maintenance, repair of electrical systems, lighting)
  • Electronic & Closed-Circuit Television Security Systems (Maintenance, installation, inspection)
  • Fire Protection (Sprinkler systems, fire alarm systems, fire extinguishers)
  • Fire Suppression Systems (Dry Chemical/CO2/Gaseous Fixed)
  • Control Systems BAS (Building Automation Systems) (Maintenance, operation, inspection)
  • Food Service Equipment Maintenance
  • Elevator Maintenance
  • Locksmith Services
  • Roadways, Surface Parking Lot, Parking Deck and Sidewalks/Walkways maintenance
  • Site Work (Remediation, preparation, excavation, grading, etc.)
  • Technical Drawing Support
  • Equipment Replacement
  • Furniture removal/installation

• Services must be performed in accordance with industry performance standards, codes, and regulations.

• Specific performance standards for Service Calls (SCs) are established within the STO PWS.

• Preventive Maintenance (PM) program includes inspections, scheduled maintenance, and facility walkthroughs.

• Quality Control (QC) program to ensure objectives and standards are met.

• Environmental stewardship and compliance with Environmental Management Systems (EMS) are required.

• Health and Safety compliance is mandatory.

• Services are to be performed at various EPA facilities in the Durham/Research Triangle Park area of North Carolina, including the Main Building, National Computer Center (NCC), First Environments Early Learning Center (FEELC), and others.

• 24/7/365 operations are required for certain services like BAS monitoring.

• Contractor must possess a State of North Carolina Unlimited General Contractor License.

• Personnel must meet specified qualifications and security requirements (e.g., HSPD-12).

• Use of a Government-provided CMMS (Nuvolo) for data tracking.

• Environmental compliance and sustainability are key aspects of the contract.

• Adherence to all applicable federal, state, and local laws and regulations.

• Contractor must provide necessary labor, materials, and equipment, including specialized software for technical drawing support (AUTOCAD, CMMS, Key Wizard).

• Approximately 2,000 square feet of space will be provided for office and staging activities.

Sources Sought

The U.S. Environmental Protection Agency (EPA) is seeking information from Small Businesses capable of performing facilities maintenance and support services at EPA facilities in the Research Triangle Park (RTP), NC area. This notice is to gauge industry capabilities for a potential future solicitation for a successor contract.

The anticipated successor contract will require a contractor to furnish labor, supervision, transportation, equipment, and supplies for comprehensive facilities maintenance and support services. This includes, but is not limited to:

• Maintenance and operation of all facility infrastructures, buildings, and equipment.
• Design and fabrication of hardware and equipment.
• Engineering documentation.
• Alterations and repairs to buildings, equipment, and electrical, mechanical, and plumbing systems.
• Review of proposed changes to EPA-RTP facilities.
• Shop services.
• Routine and scheduled preventative maintenance (PM) inspections and repairs.
• Electrical safety inspections and maintenance.
• Security systems maintenance (CCTV, fire alarm, sprinkler).
• Control systems, food service equipment, and elevator maintenance.
• Environmental compliance and chemical spill response.
• Snow removal and roadway/surface parking lot maintenance.
• Engineering technician support.
• Utility work.

Work will be subject to the Service Contract Act/Collective Bargaining Agreement and the Davis-Bacon Act.

• The EPA anticipates awarding a hybrid contract with Firm Fixed Price (FFP) and Fixed Rate for Services – Indefinite Delivery/Indefinite Quantity (IDIQ) CLINs.

• The contract will have a base period of twelve (12) months, with four (4) additional twelve-month option periods, for a total anticipated duration of sixty (60) months.

• The estimated value for the Construction portion of this requirement is estimated between $5,000,000 and $10,000,000 per year.

• Interested parties are requested to submit a brief capabilities statement package (no more than ten pages).

• The package should include a company profile (employees, annual receipts, office location, UEI, CAGE code), references for similar work, and detailed evidence of specific capabilities.

• Specific capabilities requested include:

  • Experience with multi-facility installations including child care centers, engineering research facilities, CDC Bio-Safety Level II and AAALAC accredited research laboratories, and computer centers.
  • Experience with products containing recovered materials.
  • Understanding of regulatory compliance, safety, and energy concerns.
  • Proof of available bonding capability.
  • Indication of small business status (8(a), HUBZone, Service Disabled Veteran Owned, Woman Owned, Veteran Owned).

• Submission is not a prerequisite for future offerings but will assist EPA in tailoring requirements.

• The North American Industry Classification System (NAICS) code is 561210.

• The small business size standard is $47 Million in average annual receipts over the preceding five fiscal years.

• Companies should indicate their small business status and provide proof of SBA certification if applicable.
