  • Base Contract Requirements: Routine and predictable services such as Building Automation System (BAS) operations, Facility Trouble Desk, administrative support, program management, key personnel, quality management, and a preventative maintenance program.
  • Standing Task Orders (STOs): Cover unscheduled/unpredictable maintenance and minor construction requirements, including consolidated services (e.g., service calls, maintenance repairs, inclement weather response, physical access control system maintenance) and consolidated construction (e.g., water damage repair, painting, small infrastructure support).
  • Task Orders: Issued for work outside the scope of the base contract and STOs, subject to Service Contract Labor Standards (SCLS)/Collective Bargaining Agreement (CBA) or Construction Wage Rate Requirements Statute (CWRRS).
