Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing interior facility repair services at F.E. Warren Air Force Base, Wyoming. The primary goal is to maintain numerous facilities across the base, ensuring spaces are safe and reliable for occupants with minimal disruption.

The contractor shall provide all labor, supervision, management, tools, materials, and equipment necessary for facility repair. This includes, but is not limited to:

• Interior Plumbing: Maintenance and repair of sinks, fixtures, toilets, urinals, showers, and drinking fountains.
• Interior Electrical Systems: Repair/replacement of cover plates, function testing and repair/replacement of wall switches, outlets, bathroom fans, and interior lights. Resetting tripped breakers and routine troubleshooting.
• Structural Services: Repair of interior drywall (up to 2'x2' holes and up to 32 sq ft per area), cabinets, shelving, doors, and window hardware.
• Facility Finishes: Interior drywall repair and painting, and minor flooring repairs (rubber/carpet cove-base, carpet tiles, stair treads).
• HVAC Systems: Reporting of leaks or malfunctions only; no work is permitted on HVAC systems.
• Signage: Compliance with UFC 3-120-01 Air Force Sign Standard.

Excluded items include electronic/mechanical keyed locks, Energy Management Control Systems, fire protection systems, major appliance maintenance, major electrical/flooring/mechanical repairs, and pest management.

• Service Calls: Routine and urgent service calls must be responded to within specified timeframes (3 business days for routine, 1 business day for urgent).

• Quality Control: The contractor must develop and maintain a Quality Control Plan (QCP) and meet performance thresholds outlined in the Services Summary, with an Acceptable Quality Limit (AQL) of 95% for most objectives and 100% for reporting and documentation.

• Warranties: Repairs are warranted for a minimum of 90 calendar days.

• Place of Performance: F.E. Warren Air Force Base, Wyoming.

• Hours of Operation: Core hours are 07:30-16:30, Monday-Friday. Extended hours may be approved.

• Government Furnished Property/Services: No GFP or materials will be provided. Contractor must provide all necessary items. Government will provide utilities (electricity, water, sewage) and refuse collection.

• Security: REAL ID-compliant identification is required for base access. Personnel must adhere to OPSEC requirements and may require background checks.

• Safety: Contractor must comply with OSHA standards and submit a Safety and Health Plan.

• Environmental: Compliance with all applicable environmental laws and regulations is required. Hazardous materials require authorization.

• Contractor Personnel: A Contract Manager must be provided. Employees must be easily recognizable and not pose a threat to the installation.

• Access to Dormitories: Contractor personnel require escort when working in dormitory living quarters.

• Privatized Utility Systems: Coordination with High West Energy is required for any work involving the electrical distribution system.

Request for Information (RFI)

This RFI is issued by the Department of the Air Force, 90th Missile Wing (AFGSC), to gather information from industry regarding potential sources for a Facility Repair Services Contract. The government is seeking to understand industry capabilities and preferences related to contract structure, type, and service delivery.

• Contract Structure: The government is considering a one-year base period with four one-year option periods. Respondents are asked to provide their experience and opinion on the effectiveness of this structure for facility repair work.

• Contract Type: The preferred contract type is Firm-Fixed Price. Respondents are requested to indicate their organization's viability with this type or provide justification for alternative types such as Cost Reimbursement or Time and Materials (T&M).

• Service Response: Respondents should describe how their organization would ensure timely responses to routine and urgent service requests, as outlined in a Performance Work Statement (PWS).

• Government Furnished Facilities: If available, respondents should indicate their need for government-furnished office space, warehouse space (sq/ft), or both. Travel costs are not included.
