ACCESSORIES, TOOL SETS, TEST SETS, and TRAINING FOR NIGHT VISION DEVICES (NVDs)

Introduction

The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command Security Assistance Management directorate (CECOM SAMD) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, industry technologies available and capability to fulfill FMS requirements.

The result of this sources sought/market survey will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market survey, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The U.S. Government requests that interested parties submit a brief description of your company, your company’s solution, and your ability to meet potential system requirements.

PROGRAM BACKGROUND

CECOM SAMD administers and manages FMS cases including requirements for Partner Nation (PN). CECOM SAMD’s goal is to satisfy customer country requirements for ACCESSORIES, TOOL SETS, TEST SETS, and TRAINING for Commercial Equivalents of PVS-7, PVS-14, PVS-31, and AVS-6 type NVD.

REQUIRED CAPABILITIES

The purpose of this market research/sources sought is to identify interested sources that are certified and able to provide accessories, tool sets, test sets, and training for Commercial Equivalents of PVS-7, PVS-14, PVS-31, and AVS-6 type NVDs.

28)   Helmet Mount Adapter. Each Helmet Mount Adapter shall be a commercial equivalent to the PVS-14 Helmet Mount Adapter (“J-arm”) used to fit a helmet or head mount to a PVS-14.

29) Helmet Mount Assembly For PVS-14, consisting of Mount (“Viewer bracket”, “dump truck”) and bracket/strap, for PASGT helmet.

30) Helmet Mount Assembly For PVS-14 and PVS-31, a Universal Shroud which is compatible with both the “Three-Hole” & “One-Hole” helmet shrouds.

31) The contractor shall provide in-country OCONUS Operator and Maintenance User training, in support of the Commercial Exportable PVS-7, PVS-14, PVS-31, and AVS-6 type NVDs.

Training will last five (5) days IAW the follow requirements: at least three (3) days of classroom training, one (1) day for setup/class room prep, and one (1) day to wrap- up. Each training day will consisting of two (2) four (4) hour sessions (six (6) total number of sessions or 24 total hours of training). Each training session will be limited to no more than ten (10) students and will be conducted in the English Language (should and interpreter be required, one will be provided at customer country’s expense). The country shall provide adequate Training facilities to accommodate classroom course work (lectures, presentations, etc.), and internet connectivity. The country shall provide required Night vision hardware equipment in support of training (i.e. NVD, Manual, etc.).

Request responses MUST include Rough Order of Magnitude (ROM) price and availability (P&A) information for the equipment and services (training courses) described.  If the customer has not yet identified system quantity requirements, request the P&A estimate provide single unit costs and costs for multiple units if the estimate includes quantity discounts.

Any resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.
