Scope of Work
NAVFAC Hawaii seeks a compatible new PLC platform to replace existing Allen-Bradley MicroLogix 1400 PLCs. The proposed products must:
- Integrate and communicate with existing Allen-Bradley PLCs and I/O modules on the Fort Kamehameha WWTP SCADA system without additional hardware or software.
- Meet cybersecurity Approval To Operate (ATO) and standardization requirements for the existing SCADA system.
- Provide a fully redundant supervisory control system to maintain continuous WWTP operation during controller failure.
- Integrate legacy panels into the new supervisory architecture via existing EtherNet/IP network and fiber optic connections.
- Adhere to detailed technical specifications for hardware, CPU, communication, power supply, I/O modules, memory, I/O characteristics (analog/binary inputs/outputs), wiring connections, diagnostics, and accuracy.
- Require an Original Equipment Manufacturer (OEM)-native engineering and configuration software environment, prohibiting third-party bridging tools.
