Quick Summary
The U.S. AbilityOne Commission, through National Industries for the Blind (NIB), is conducting a Sources Sought to identify U.S. commercial manufacturers for a co-brand agreement for Floor Stripper, Floor Finish Remover, and Floor Finishes. The goal is to create employment opportunities for people who are blind or severely disabled. Responses are due February 6, 2026.
Scope of Work
This initiative seeks manufacturers whose products meet specific criteria for floor care items, including:
- Floor Stripper: High-strength emulsifying and low-odor, low-foam formulas with specific dwell times, dilution ratios, and active ingredient percentages.
- Floor Finish Removers: Fast-acting, water-based compounds designed for efficient, single-application removal.
- Floor Finishes: High-solids (approx. 25%) and mid-solids (approx. 18%) finishes utilizing advanced polymer technology for superior gloss, clarity, and resistance to scuffs/marks. Both must be UL Classified under UL-410 for slip resistance and withstand 3 freeze-thaw cycles.
All products must meet or exceed FAR, Federal Government standards, Executive Orders, and Federal Agency requirements, including industry performance specifications. They must also be USDA BioPreferred® certified where applicable and certified to specific ecolabels (EPA Safer Choice, Green Seal® GS-37, GS-41, or GS-53) to ensure no intentionally added PFAS.
Manufacturers must possess a nationally or industry-known brand, demonstrate how they will assist the non-profit agency (NPA) in expanding product lines and increasing blind work hours, be willing to deliver bulk materials, enter into a multi-year agreement (including technical/production assistance and field support), and commit to marketing products to Government customers. Preference is given to manufacturers with dedicated Federal Government sales teams.
