Sources Sought Notice

This notice is for market research purposes only to identify qualified sources with commercial interest in acquiring the OE35, a 500-kilowatt (kW) wave energy converter (WEC). The U.S. Navy is seeking to determine the commercial viability and potential alternative uses/disposition pathways for this asset, which has completed its testing program. This is not a solicitation for proposals, and no contract will be awarded from this announcement.

• The OE35 WEC is a utility-scale device using the Oscillating Water Column (OWC) concept within a floating hull.

• Construction: Standard marine steel panels, with the majority of the structure submerged.

• Operation: Drives a Siemens air turbine via wave motion to generate electricity. All systems are housed in a machine room; no moving parts are in the water.

• Potential Applications: Utility power (grid or offshore), Ocean Fuel Production (Hydrogen/Ammonia), Carbon-Free Applications (desalination, irrigation, diesel replacement), and Connected Ocean Missions (data storage, research, communications, security).

• Performance Potential: Estimated annual production of approximately 775 MWh per unit.

• The Government is seeking parties interested in acquiring the OE35 WEC.

• Interested parties will be responsible for all resources to uninstall, remove, and transport the WEC from the WETS facility.

• Deployment, operation, and recovery can be completed using standard tugs and marine vessels.

• Anticipated NAICS codes include: 221118, 336611, and 562910.

• Submit a Capabilities Statement (max 5 pages) demonstrating interest and ability to acquire the device.

• Statement must include:

  • Company Information (name, address, CAGE code, UEI)
  • Point of Contact (name, title, phone, email)
  • High-Level Approach (interest and intended use/disposition plan)
  • Relevant Past Performance (up to 3 projects in the last 5 years in relevant areas like marine salvage, renewable energy devices, or large-scale marine engineering).

• Description: The OE35 WEC utilizes an Oscillating Water Column (OWC) concept within a floating hull to generate electricity from wave motion. The system drives an air turbine/generator.
