Quick Summary
The Federal Aviation Administration (FAA) is conducting a Sources Sought market survey to identify qualified vendors capable of providing Commercial Off-the-Shelf (COTS) Training Scheduling and Resource Management Software. This initiative aims to replace inefficient manual processes for managing annual training schedules and resources. Responses are due by May 22, 2026, 5:00 p.m. CT.
Purpose
The FAA seeks a COTS solution to enhance efficiency, accuracy, visibility, and enterprise-level coordination for planning, developing, and managing annual training schedules (both in-person and virtual) and associated resources. This system will support training for Aviation Safety Inspectors (ASI), International participants, Aircraft Certification ASIs, and Industry/military personnel, handling approximately 8,000 students and 700 offerings annually.
Scope of Work
The desired COTS software must provide robust capabilities for:
- Training Schedule Development: Creating multi-month/annual calendars, supporting recurring courses, scenario planning, and forecasting.
- Resource Management: Automated assignment of physical and virtual classrooms, instructor assignment and workload management, and tracking equipment/resource availability.
- Conflict Detection & Deconfliction: Automated identification and resolution of double-booked instructors, overlapping room assignments, and resource conflicts.
- Reporting & Analytics: Generating utilization reports, performance metrics, capacity planning, and executive dashboards.
- Access & Security: Role-based user permissions, audit trail, and compliance with Federal cybersecurity requirements (FedRAMP preferred for cloud solutions).
- Integration (Desired): Capability to integrate with Learning Management Systems (LMS) and calendar systems (e.g., Outlook).
Key Clarifications: The system's scope is focused on administrative scheduling of training resources and classes, not individual student scheduling or tracking qualifications/expirations. It is not related to pilot training.
Constraints
The solution must be commercially available (COTS). Configuration is acceptable, but extensive custom coding is not preferred. The system must be scalable and support both on-site and remote training environments.
