This notice is for market research purposes only to identify potential sources capable of performing a one-time comprehensive restorative deep cleaning of building 1120B at Aberdeen Proving Grounds. It is not a request for proposal, IFB, or RFQ, and does not commit the government to any future solicitation or contract.

• The primary service required is a "comprehensive restorative deep cleaning of building 1120B".

Statement of Work (SOW)

To perform a comprehensive one-time, deep cleaning of specific areas within Building 1120B at Aberdeen Proving Grounds, MD, to remove accumulated dust, grime, grease, and industrial residues beyond routine maintenance standards.

The contractor will provide all necessary management, supervision, labor, materials, equipment, and transportation to perform cleaning tasks in the following areas:

• Lab Areas (Rooms 101, 107, 108, 109, 202): High-access dusting, light fixture cleaning, wall and column cleaning, chair cleaning, industrial deep scrub and vacuum of floors, degreasing, tape removal, dusting and wiping of racking/shelving and cabinets, cleaning of expansion joints and cracks, and cleaning of bench tops/desks. Equipment will need to be covered and uncovered. Windows and sills will be cleaned.

• Mezzanine Upper Area (Room 106): High-access dusting, floor sweeping, and dusting/wiping of racking/shelving and cabinets.

• Office Areas (Rooms 201 A, B, C, D, and 203): High-access dusting, light fixture cleaning, wall and column cleaning, floor vacuuming and pre-treatment, chair cleaning, and dusting/wiping of file cabinets, storage cabinets, and shelving units.

• Conference Room (205): Dusting, light fixture cleaning, wall and column cleaning, chair cleaning, dusting/sanitizing/polishing of conference table, and floor vacuuming and pre-treatment.

• Entryways (Rooms 101, 106, 109): Washing of roll-up doors and tracks, pressure washing of exterior entrances, and dusting/washing of interior entrance doors.

• Facility Safety & Compliance: Ensuring emergency exit pathways are clear and cleaning exterior surfaces of HVAC vents.

• Restrooms and Breakrooms (Rooms 108, 110, 111): Deep scrubbing of floors and grout lines, cleaning and sanitizing of restrooms and fixtures, disinfecting high-touch areas, and deep cleaning of kitchen surfaces and appliances.

• Period: Completed within 30 calendar days after contract award. Workdays are Thursday through Sunday, 0600-1700.

• Place: Army Research Laboratory, Aberdeen Proving Ground, MD 21005, Building 1120B.

• Equipment: Industrial-grade equipment (auto-scrubbers, pressure washers, HEPA-filter vacuums) required. Cleaning products must be safe for industrial environments with MSDS provided. Specialized degreasers require Government authorization.

• Safety: Appropriate PPE (hard hats, safety vests, steel-toed boots) required. Adherence to LOTO procedures if near machinery. "Wet Floor" signs must be used. Immediate notification to site manager of any unusual spills or suspected hazardous materials.

• Security: Compliance with Army controlled installation access and security policies, including background checks and identity verification. Specific procedures for personnel requiring CAC vs. those who do not.

• Foreign Nationals: Restrictions apply; approval required from ARL or DEVCOM Security Offices prior to work initiation, with specific documentation required.

• Quality Control: Final walk-through, Government inspection, and final approval required for payment.
