This notice is for market research and planning purposes only, not a solicitation. The U.S. Army Corps of Engineers (USACE), Baltimore District, is seeking to identify qualified firms capable of providing non-personal services to support the Baltimore Construction Division. Responses will inform the acquisition strategy, including potential set-asides or full and open competition.

The services are divided into two functional areas:

• Area A - Construction Management Support (CMS): Includes construction-phase support, safety, and general building construction disciplines (mechanical, electrical, plumbing, civil/sitework, concrete, structural). Tasks include inspection process support, QA oversight, submittal review, progress schedule review, meeting support, deficiency tracking, change order administration, REA/dispute/claims input, payment request review, and closeout/warranty support.

• Area B - Scheduling CMS / Project Controls / Data Analytics Support: Includes planning, design, and construction phase scheduling and project controls. Services involve CPM schedule analysis, critical path analysis, schedule impact analysis, REA/claim review, litigation anticipation documentation, risk analysis, resource-loaded/cost-loaded schedule development, schedule review facilitation, update processing, SOP development, data quality analysis, Power BI dashboard development, and executive report production.

• Period of Performance (Anticipated): Base of 12 months from award, with options for up to three (3) additional 12-month periods.

Performance may be required at various USACE offices and project sites, including but not limited to Fort Meade, MD; Fort Detrick, MD; Fort Belvoir, VA; Raven Rock Mountain Complex, PA; Letterkenny Army Depot, PA; Fort Myer, VA; The Pentagon, Washington, D.C.; USACE Baltimore District Headquarters; and the Real Property Services Field Office in Annapolis Junction, MD.

Information gathered will be used to determine the acquisition strategy, which may include small business set-aside, partial set-aside, full and open competition, or multiple awards.

Performance Work Statement (PWS)

To provide Construction Management Support (CMS) services to the U.S. Army Corps of Engineers (USACE), Construction Division, Baltimore District, for various construction projects.

• Provide necessary personnel and travel for CMS.

• Support construction projects at multiple locations including Fort Meade, Fort Detrick, Raven Rock Mountain Complex, Letterkenny Army Depot, Fort Belvoir, Fort Myer, and the Pentagon.

• Services include quality assurance, inspection, specialized technical assistance, cost estimating, delay impact analysis, shop drawing reviews, site visits, onsite representation, commissioning/start-up/fit-up design support, change management, submittal reviews, and project management services.

• Support covers a wide range of construction types: vertical construction/renovation, general structures, civil/sitework, paving, utilities, community facilities, military testing facilities, troop housing, hospitals, medical facilities, recreational facilities, child development facilities, dredging, site/civil earthwork, riprap/revetment installation, and laboratories.

• Personnel must have experience in construction safety, mechanical, electrical, plumbing, civil/sitework, concrete, structural steel, general building construction, and three-phase inspection processes.

• Specific engineering fields required include Civil, Structural, Fire Protection, Architectural, COBie/BIM, Systems Integration, Mechanical, and Electrical.

• Personnel must be able to read and interpret construction documents and utilize the Government's Resident Management System (RMS).

• Contractor must maintain a logical and functional quality control program.

• Personnel must meet experience and training requirements, including OSHA 10-Hour Safety Training for QA personnel.

• Daily and weekly reports are required, documenting activities, observations, and any issues affecting work quality.

• Monthly progress schedules and payment applications require review and comment.

• Contractor must comply with submission time requirements and construction contract timelines.

• Base period of performance is 365 calendar days from contract award.

• Performance locations include Fort Meade, Fort Detrick, Raven Rock Mountain Complex, Letterkenny Army Depot, Fort Belvoir, Fort Myer, and the Pentagon.

• Options for additional performance periods are included.

• Contractor personnel are not agents of the Government and cannot perform inherently governmental functions.

• Contractor personnel are not subject to continuous supervision and control of Government employees.

• Personnel must identify themselves as "contractors" in all communications.

• Contractor shall not provide direct written or verbal direction to construction contractors; all communications must go through the USACE COR.

• Government-furnished property (GFP) and equipment will be provided; contractor-furnished property includes personal protective equipment and local travel from duty station to job site.

• Security requirements include AT Level I training, background checks, and potential for Common Access Card (CAC) issuance.

• Access to secure facilities requires advance coordination and may involve vetting.

• Contractor must use the E-Verify program for pre-screening candidates.

• Price proposal should reference awarded base contract labor rates and include a breakdown of costs.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Construction Management Support (CMS) services for the U.S. Army Corps of Engineers (USACE), Construction Division, Baltimore, Maryland.

• Provide necessary personnel and travel for Scheduling Construction Management Support (CMS).

• Support various construction projects as assigned by USACE.

• Primary work locations include Fort Meade, Fort Detrick, Fort Belvoir, Real Property Services Field Office (RSFO) in Annapolis Junction, and the Baltimore District Headquarters.

• Services include planning, design, and construction phase scheduling, schedule monitoring and updating, critical path method (CPM) analysis, schedule risk management, delay impact analyses, plan and specification reviews, site visits, onsite representation, commissioning/start-up/fit-up support, change management, and submittal reviews.

• Project types may include new construction, alterations, renovations, maintenance and repair, tenant fit-up and operations, and various facility types.

• Provide Project Controls Services, including data analytics, schedule and budget analysis, resource utilization, and project data validation.

• Contractor must maintain a logical and functional quality control program.

• Deliverables must be provided in writing to the COR.

• Adherence to submission time requirements is expected.

• Weekly reports documenting on-site personnel and deliverables completed.

• Monthly invoices submitted based on Contract Line Items.

• Base period: 365 calendar days from contract award.

• Option 1: 365 calendar days from the end of the base period.

• Option 2: 365 calendar days from the end of Option 1.

• Option 3: 365 calendar days from the end of Option 2.

• Duty stations include Fort Meade, Fort Detrick, Fort Belvoir, RSFO, and Baltimore District Headquarters.

• Contractor personnel are not required to be professionally licensed engineers.

• Contractor cannot perform "inherently governmental functions."

• Effort is not considered personal services.

• Contractor personnel must identify themselves as "contractors."

• Contractor shall not provide direct written or verbal direction to construction contractors; all communications must go through the USACE COR.

• Government Furnished Property (GFP) and Equipment will be provided (office space, furniture, computers, etc.).

• Contractor is responsible for providing appropriate personal protective equipment (PPE) and local travel from duty station to job site.

• Personnel must meet local security requirements and obtain necessary badges.

• Anti-Terrorism Level I training is required within 30 calendar days of contract start.

• Compliance with iWATCH Awareness Training is required.

• Procedures for Key Control and Lock Combinations must be established if applicable.

• Common Access Card (CAC) may be required for certain duties.

• Contractor employees requiring access to Government Information Systems must be registered in ATCTS.

• Pre-screening of candidates using E-Verify is required.
