Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a Blanket Purchase Agreement (BPA) for heavy and civil construction materials, tools, and services. The U.S. Army Corps of Engineers (USACE), Jacksonville District, requires these items for various projects throughout Florida and Georgia.

• Procurement of heavy and civil construction materials, tools, and services.

• The BPA will cover a wide range of materials, including but not limited to:

  • Erosion control materials and tools
  • Concrete products (e.g., structural concrete, reinforcing steel, curing products)
  • Formwork materials and accessories
  • Safety supplies and equipment
  • Lighting fixtures and supplies
  • Geotextile materials
  • Road base and fill materials
  • Pier construction materials

• The USACE may choose to perform any of the work identified.

• Specific work descriptions will be provided in each Call Order.

• Quality Assurance: The Government will evaluate the quality of the contractor's work through inspection. Unacceptable quality on any call will require the contractor to make necessary deficiencies at no cost, or the cost will be deducted from the call price.

• Delivery Schedule: Each Call Order will incorporate a defined list of supplies and a delivery schedule.

• The BPA covers various locations within the State of Florida and the State of Georgia.

• Transportation will be addressed on a per-call basis.

• Protection of Government Property: The contractor must protect and preserve all government materials, supplies, and equipment in their possession. Costs for inadequate protection or damage to government property may be charged to the contractor.

• Delivery: All materials must be transported to the work site, delivered securely, and protected from damage. Unloading must comply with EM 385-1-1 (NOV 14) LHE. Materials must be protected from conditions that could adversely affect quality during transit. All materials will be jointly inspected by the contractor and a government representative.
