Statement of Work (SOW) / Performance Work Statement (PWS)

To prevent child abuse/neglect and other forms of family violence, strengthen military families, and enhance their ability to adapt to military life through non-personal services provided in accordance with the Family Advocacy Program (FAP).

• Provide direct, in-person group-based services to military families in the Quad City area (within a 30-mile radius of Rock Island Arsenal).

• Services include dissemination of parenting material, facilitation of a weekly playgroup, and a monthly fatherhood activity.

• Estimated effort: 50-60 hours per month.

• Major tasks include:

  • Planning and facilitating a weekly "Discovery Time" parent/child playgroup (120 minutes, including activities and parenting education for ages 0-5).
  • Planning and facilitating monthly group activities to enrich the service member/child relationship (120 minutes).
  • Providing monthly parenting and family enrichment information to military parents (birth through adolescence) using various methods, including at least one quarterly parenting class (1 hour).
  • Meeting monthly with the Family Advocacy Program Manager (FAPM) to discuss program elements and plan events.
  • Recognizing Army observances related to family support.
  • Submitting a written lesson plan six weeks prior to the month of activities.
  • Submitting an After-Action Report (AAR) by the 5th of the following month.
  • Establishing and submitting measurable program outcome evaluations quarterly.
  • Reporting suspected incidents of abuse or concern to the FAPM.
  • Coordinating with community resources and referrals.
  • Submitting a needs assessment every six months.

• Acceptable quality level determined by at least 80% of completed evaluations articulating “good” or “excellent” service satisfaction.

• FAPM reviews evaluation forms and needs assessments monthly.

• Period of Performance (POP): 12 months base period (August 1, 2026 - July 31, 2027) with four 12-month option years.

• Place of Performance: Various locations as needed, including on the installation for parenting classes and playgroup (with dedicated space and storage). Community locations (parks, museums) may be used for playgroup and group activities. Office space provided at Army Community Service (ACS).

• Contractor personnel must have a bachelor's degree in social work, psychology, human services, or family services and a minimum of two years' experience with parents, children, and families.

• Direct service providers or their supervisor must be certified as a Parent Educator.

• Must demonstrate familiarity with the military system.

• A Tier-1 Child Care (CNACI) background check is required for all staff present at activities, providing line-of-sight supervision.

• Employees must identify themselves as contractor personnel.

• Contractor personnel conduct must not reflect discredit upon the Government and must adhere to professional, safe, and responsible conduct.

• Must comply with security requirements, including AT Level I training, iWATCH training, OPSEC training, and background checks for installation access.

• Non-disclosure agreement required.

• Contractor must provide personnel trained in first aid.

• Government will provide forms, regulations, and some resources.
