Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for cemetery operations and maintenance services at Fort Missoula Post Cemetery in Missoula, MT. The goal is to provide a dignified and respectful setting, honoring veterans by maintaining the cemetery as a National Shrine.

The contractor will be responsible for comprehensive cemetery operations and maintenance. Key services include:

• Grounds maintenance: mowing, weed eating, edging, trimming, leaf and debris removal, sweeping/blowing roads and sidewalks.
• Turf maintenance: aeration, dethatching, seeding/sodding, fertilization, pest and weed control.
• Irrigation system maintenance and operation.
• Plant and tree maintenance: mulching, pruning, fertilization, pest control, removal.
• Headstone services: maintenance, cleaning (approx. 251 flat and upright monuments), initial and replacement installation (approx. 2 per year).
• Grave services: sunken grave repair, excavation, backfilling, interment of casketed and cremated remains, and re-establishment of turf.
• Snow and ice removal from asphalt and concrete walkways (approx. 3,488 sq ft).
• Committal services support, including transporting remains from the committal service area to the gravesite.
• Trash removal and disposal.
• Placement and removal of flags.
• Maintaining a contractor staging area and storage for flags.
• Ensuring a safe working environment.

Performance will be evaluated based on meeting minimum acceptable levels outlined in the "Performance Work Summary Plan" (Attachment B) and adherence to National Cemetery Administration standards. The contractor must submit a detailed performance plan outlining how they will meet the cemetery's goals.

Services are to be performed at Fort Missoula Post Cemetery, Missoula, MT.

• Contractor employees must demonstrate utmost care and awareness regarding the remains and headstones.
• Strict adherence to the PWS, Performance Work Requirements Summary, and Guidance Specifications is required.
• The contractor may be required to be on-site during Memorial Day weekend and other special days as requested.
• The contractor must follow National Standards, a copy of which will be provided.

Sources Sought

This document is a Sources Sought Synopsis to gather information on potential qualified sources for Total Cemetery Operations at Fort Missoula Post Cemetery, Missoula, MT. The National Cemetery Administration (NCA) is conducting market research to determine acquisition strategies and potential set-asides.

The NCA may require a Firm Fixed Contract for Total Cemetery Operations, including a base period plus four option years. Specific services are not detailed in this synopsis but will be part of a future solicitation.
