This notice is a market research tool to determine the availability of eligible small business firms capable of performing regional construction maintenance for general site work. This includes asphalt paving and paving-related services, minor utility work, and minor concrete maintenance repairs at Naval Station Newport, Rhode Island, and surrounding locations, including the Naval Undersea Warfare Center and NAVFAC PWD New London.

• The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) for general site work.

• Services include, but are not limited to: excavation, backfill, reclaiming pavement, saw cutting asphalt and concrete, catch basin and manhole rehabilitation, curb removal/resetting, disposal of soil, installation of fill material, gravel base, bituminous pavement, temporary bituminous patching, curbing, seeding, sodding, cast-in-place concrete, concrete sidewalks, pavement markings, chain link fence, utility structures, utility piping, concrete duct banks, steam piping, and asbestos abatement.

• The contractor may be required for urgent and rapid response calls for utility repairs.

• Anticipated contract type: IDIQ.

• Anticipated contract term: Five years (base year with four option years).

• Estimated magnitude of construction: Between $25,000,000 and $100,000,000.

• A narrative response is required to discuss the ability to manage multiple simultaneous projects and the number of task orders under IDIQ contracts.

• Submissions must be electronic and limited to a 4Mb attachment.

• The government is seeking eligible small business firms.

• SDVOSB, HUB-Zone, 8(a), WOSB, and small businesses are encouraged to respond.

• Large business submittals will not be considered.

• The government will determine if a set-aside procurement is in the Government's best interest based on industry responses.

• If a set-aside occurs, the contract will include FAR 52.219-14, Limitations on Subcontracting (15% of contract cost, excluding materials, performed by the small business concern's own employees).
