  • Curb removal and resetting, disposal of various soil types.
  • Installation of new fill material, gravel base, bituminous pavement, temporary patching, curbing, seeding, sodding, cast-in-place concrete, sidewalks, pavement markings, chain link fences, utility structures, utility piping, concrete duct banks, and steam piping.
  • Asbestos abatement, including work plan development and waste disposal.
  • Urgent and rapid response calls for utility repairs.

Eligibility & Set-Aside

This is a Sources Sought notice exclusively for small businesses. All Service-Disabled Veteran-Owned Small Businesses (SDVOSB), certified HUB-Zone, certified 8(a), Women-Owned Small Businesses (WOSB), and other small businesses are encouraged to respond. Large business submittals will not be considered. The Government will use responses to determine if a set-aside procurement is in its best interest. If a set-aside occurs, FAR 52.219-14 (Limitations on Subcontracting) will apply, requiring small businesses to perform at least 15% of the contract cost (excluding materials) with their own employees.

Submission Requirements

Interested firms must submit responses using the provided Sources Sought Contractor Information Form and Project Information Form. Required information includes:

  • Contractor Information: Unique Entity Identifier (UEI), CAGE Code, and contact details.
  • Type of Business: Identification and verification of small business status.
  • Bonding Capacity: Surety's name, maximum bonding capacity per project, and aggregate maximum bonding capacity.
  • Construction Experience: A minimum of three (3) up to a maximum of five (5) relevant construction projects, completed within the last five (5) years, demonstrating experience with projects similar in size, scope, and complexity (e.g., repairing at least 2,000 square yards of asphalt, including curbing, light pole bases, catch basin rebuild, concrete dumpster pad installation, sidewalk installation, pavement markings or bio-retention swale construction). Each project submission is limited to two pages.
  • Narrative Response: Discuss the firm's ability to manage multiple simultaneous projects in the Rhode Island area.

Small business Offerors may utilize the experience of a small business first-tier subcontractor(s) per 13 CFR 125.2(g). If responding as an 8(a) Mentor-Protégé, indicate the percentage of work performed by the protégé.
