Sources Sought for Insensitive Munition Explosive - 104 (IMX-104) Production Capability

The Army Contracting Command-Rock Island (ACC-RI) on behalf of the Project Lead Joint Services (PL JS) is seeking information from foreign and domestic sources interested in the design, construction, and commissioning of an efficient and modern facility capable of manufacturing Insensitive Munition Explosive - 104 (IMX-104) as a Government Owned, Contractor Operated (GOCO) facility at the Holston Army Ammunition Plant (HSAAP) in Kingsport, TN or at another facility location within the Continental United States (CONUS).

Update April 1, 2025 - Industry Day has been scheduled for April 29th and 30th at Holston Army Ammunition Plant. On April 29th, registered vendors will be briefed on project requirements, be able to view the areas where the IMX Production Capability are anticipated to take place, and engage in one-on-one meetings with Government personnel (if requested). April 30th will be reserved for additional one-on-one meetings, as necessary. There is no change to the due date for registration on April 11th, if you have already registered for the event, resubmission is not required. 

Update April 23, 2025 - The Industry Day agenda for April 29th and April 30th is provided. Attendees will meet with Government personnel at the Holston Business Development Center. Please refer to the document "HSAAP Industry Dan Agenda" in the Attachments section of this notice for the address and times. Included in this agenda is the schedule for each day. Due to the number of responses and available space, attendees to the Industry Day have been sorted into four separate groups. Attendees will be notified via email which group they are in and their appointed time for a one-on-one meeting with the Government (if previoulsy requested). Two groups at a time will attend the required pre-brief before taking the facility tour and then each group in turn will receive a tour of a portion of the Holston Army Ammunition Plant that the Government has determined as potential areas for IMX Expansion.

The response date for this Sources Sought Notice is also changed from May 14, 2025 to May 30, 2025.

Update May 15, 2025 - The response date for this Sources Sought Notice is changed from May 30, 2025 to June 30, 2025. The IMX-104 Production Capability requirements have been updated. Please refer to Attachment 0001 - Sources Sought IMX-104 Production Capability_15May for current requirements information. During the final week of May, the Government intends to make itself availabe for a virtual Industry Day (via MS TEAMs) for Questions and Answers from industry. Please refer to the updated Attachment 0001 for additional information.

Update June 04, 2025 - The Industry Day presentation and attendee list are added to the attachment section. Please note slide 13 has been updated from what was provided at the Industry Day presentation for additional clarity. The question & answer document is updated to provide responses to Industry questions. Please refer to updated Attachment 0001 - Source Sought IMX-104 Production Capability_04Jun for current requirements information, including changes to the page allotment and clarification on capacity requirements. 

Update June 09, 2025 - The question & answer document is updated in the Attachments section to provide responses to additional Industry questions. The deadline for question submissions to the Government is 5:00PM (Central) June 18, 2025. The Government will not answer questions submitted after that deadline.
