Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for Program Management and logistics support to the JASON independent scientific advisory group, which provides specialized research, analysis, and advice to the Department of Defense (DoD) and other USG entities on national security matters.

• Program Management: Day-to-day administrative and management support, including project planning, scheduling, logistics, coordination, financial management, developing and maintaining project files, and managing an archive of completed reports.

• Research Assistance: Obtaining articles, journals, books, and references for JASON members; facilitating briefings with subject matter experts; and providing analytic support for studies.

• Terms of Reference (TOR): Ensuring TORs are prepared for each study, detailing objectives, questions, study size, and deliverables. Ensuring study reports are completed within the timeline specified in the TOR.

• Meeting Support: Coordinating and hosting four JASON meetings annually (Spring, Summer, Fall, Winter), including participant travel, lodging, secure office space, administrative support, IT support, registration, security clearance verification, agenda preparation, briefing packages, note-taking, and final report writing support.

• Technical Support: Providing technical writing, editing, and review of documents, including proofreading and ensuring stylistic consistency. This requires personnel with appropriate clearance levels.

• Security Support: Providing security management and support up to Top Secret/Sensitive Compartmented Information (TS/SCI) and Special Access Program (SAP) levels. This includes access to a fully equipped, accredited Sensitive Compartmented Information Facility (SCIF), provisions for classified document handling, and coordinating TS/SCI access for JASON members and contractor staff.

• Performance is measured against the standards outlined in the PWS.

• Annual overarching reports detailing studies conducted, funds expended, issues observed, lessons learned, and survey results are required.

• Customer surveys of study sponsors are to be conducted to determine study relevance and satisfaction, with results provided by November 1 each year.

• Period of Performance: One (1) Base Year of 12 months, with four (4) 12-month option years.

• Place of Performance: Primarily at the contractor's facilities.

• Contract Type: Firm Fixed-Price contract, with cost-based CLINs for travel and facility rental.

• Travel: All travel requires prior approval from the Contracting Officer's Representative (COR) or Contracting Officer. Unapproved travel will not be reimbursed. Travel must not substantially deviate from the approved request.

• Security Clearances: Personnel must possess the appropriate clearance levels (up to TS/SCI and SAP) as required for the tasks, particularly for handling classified information and documents.

• Conflicts of Interest: Ensure compliance with sponsoring Government organization reporting requirements, including Financial Disclosures, to prevent, detect, and mitigate conflicts of interest.

Sources Sought Synopsis

This document is a Sources Sought Synopsis for market research purposes to determine interest from Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs) in providing independent, objective, and conflict-free Program Management services for the JASON Independent Scientific Advisory Group. The government is exploring acquisition strategies, potentially including directing an award to a qualified FFRDC or UARC.

This is a follow-on requirement. The previous solicitation was HQ003421R0037, awarded to THE MITRE CORPORATION under contract HQ003421D0010, which expires on August 27, 2026.

The requirement involves management and logistics support for the JASON program. Excerpts from a draft Performance Work Statement (PWS) for the new requirement are attached, and further information about the JASON program is available online.

Interested parties must submit a Capability Statement (maximum 10 pages) including:

• Organization Profile (Name, Address, UEI, CAGE code)

• Technical Capability demonstrating expertise in program management areas outlined in the PWS excerpt

• Conflict of Interest information, detailing the ability to operate as an independent advisor without Organizational Conflict of Interest (OCI)

• Security Posture confirming the facility's ability to handle sensitive or classified data (up to Top Secret / SCI)

• Advice on potential small business subcontracting opportunities.
