This notice is for market research purposes only, issued by the Indian Health Service (IHS) to determine the availability of Indian Economic Enterprises (IEE) for providing Licensed Clinical Social Worker (LCSW) services to Rosebud IHS Hospital in Rosebud, SD. The IHS is seeking to understand market capabilities to potentially inform future acquisition methods, including set-asides. The anticipated NAICS code is 621330 (Offices of Mental Health Practitioners, except Physicians), but other relevant codes will be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal Licensed Clinical Social Worker (LCSW) services to support the mission of the Indian Health Service (IHS) at the Rosebud IHS Service Unit.

• Provide crisis management care, referrals, and counseling services.

• Offer outpatient services and referrals to inpatient facilities for patients requiring crisis management and/or counseling.

• Services will be flexible for short-term (13 weeks), long-term (1 year), and intermittent support.

• Duties include diagnosis, care, and treatment of behavioral health patients, consultations, interviews, examinations, preliminary diagnoses, treatment arrangement, emergency/crisis care, definitive management, and coordination of follow-up services.

• Prepare medical records, dictate clinical reports, and educate patients and families.

• Review prescriptions and adhere to Federal and U.S. Public Health Service laws and policies.

• Services must adhere to standards of The Joint Commission (TJC) and professional standards of American Boards.

• Participation in Rosebud IHS peer review and performance improvement programs is required.

• Patient records must be maintained in the Problem Oriented Medical Record format, meeting timeliness, legibility, accuracy, and content standards.

• Performance will be evaluated based on the contract and a Performance-based Matrix, including Competency, Compliance, Patient Outcomes, Professionalism, Credentialing, Documentation, and Service Quality.

• Substantiated reports of breaches in patient safety, infection control, or adverse patient outcomes constitute a breach of contract.

• Services are for the Rosebud IHS Service Unit, located in Rosebud, South Dakota.

• Period of performance is flexible, accommodating short-term, long-term, and intermittent needs.

• Contractor Qualifications: Minimum of 24 months of experience in specialty, current unrestricted social work license, and documentation of social work supervision completion. A valid driver's license and current Basic Life Support (BLS) certification are mandatory.

• Health Requirements: Fitness for duty certificate, specific immunizations (Rubella, Mumps, Measles, Hepatitis B series, Tdap, TB test, Influenza, COVID-19), or signed declination for Hepatitis B.

• Government Furnished: Information, facility-specific contractor identification badges, and appropriate PPE (excluding uniforms/lab coats).

• Contractor Furnished: Uniforms and lab coats conforming to IHS Manual requirements, and other personal medical instruments.

• Compliance: Adherence to HIPAA, Privacy Act, IHS policies, IT security policies, and the Federal Code of Conduct.

• Background Checks: Required, with potential removal from position based on adjudication.

• Cultural Awareness: Demonstrated sensitivity to cross-cultural and language differences, including working with interpreters and a diverse workforce.

• Business Associate Agreement: Required for handling Protected Health Information (PHI).
