Sources Sought Notice

This notice is for market research purposes to identify interested parties and their capabilities for a Long Term Vehicle (LTV) MX Repair Blanket Purchase Agreement (BPA) at Joint Base MDL, New Jersey. It is not a Request for Quote (RFQ) and does not guarantee a future solicitation.

Respondents must demonstrate capability to fulfill requirements outlined in the attached draft Performance Work Statement (PWS) for LTV MX repair services.

• Businesses of all sizes are encouraged to respond. Respondents must clearly identify their business size under NAICS 811111.

Interested businesses must submit a capabilities statement detailing their ability to perform all aspects of the notice, including:

1. Company Profile: Organization name, address, email, website, phone number; size and type of organization; SAM Unique Entity ID; CAGE code; socio-economic status (8a, HUBZone, SDVOSB, etc.) and relevant certifications.
2. Relevant/Recent Experience: Experience providing vehicle maintenance and repair services, specifically within the last three years.
3. Point of Contact: Name, email, and current telephone number.

• All information submitted is voluntary and will not be paid for by the Government.
• Not responding does not preclude future participation.
• Potential offerors are responsible for monitoring for additional information.
• Questions can be directed to the points of contact listed.

Performance Work Statement (PWS)

To provide parts, maintenance, inspections, and repairs for Lightweight Tactical Vehicles (LTVs) utilized by the 621st Contingency Response Group (CRG) at Joint Base McGuire-Dix-Lakehurst (JBMDL), NJ, and potentially worldwide locations.

• Parts, Maintenance, Inspections, and Repairs: The contractor shall supply all necessary personnel, equipment, and materials to maintain, inspect, and repair LTVs according to manufacturer recommendations and industry standards.

• Preventative Maintenance: Annual preventative maintenance and inspections based on manufacturer intervals.

• Diagnosis and Repair: Diagnose and repair LTVs as needed. Provide detailed quotes for repairs not covered by the BPA price list. Work commences only after Government authorization.

• Service Calls: Respond to service calls within 24 hours (telephone/email) and on-site within 72 hours (unless otherwise agreed). Provide repair estimates.

• Transportation: Provide transportation for LTVs between Government facilities and the contractor's facility for service.

• Parts and Materials: Contractor is responsible for sourcing all parts and materials. For parts over $2,500, pricing from at least three suppliers must be obtained and submitted to the Government POC.

• Service Calls: No more than one defect or validated customer complaint per service month.

• Maintenance Records: No more than two maintenance record errors per quarter.

• Repairs: Generally to be accomplished within five business days of notification, unless otherwise approved.

• Place of Performance: Within a 100-mile radius of JBMDL, NJ. Services may also be required at worldwide locations.

• Service Hours: Monday through Friday, 0800-1600, excluding Federal Holidays, with potential for access outside these hours based on Government needs.

• Contractor Location: Must be within 100 miles of JBMDL, NJ.

• Quality Control: Contractor must maintain an effective quality control program.

• Security: Adherence to physical security, access control, pass and identification, traffic laws, and prohibitions on weapons, firearms, ammunition, and unauthorized photography. COMSEC access requires specific clearances and training.

• Professionalism: Maintain a professional appearance and demeanor.

• Non-Personal Services: Contractor shall not perform inherently governmental functions or engage in actions that create the perception of personal services.

• Deliverables: Delivery tickets, repair quotes, invoices, Quality Control Plan, and vendor receipts.

Appendix 1 lists specific Polaris MRZR ALPHA and MRZR DELTA LTVs requiring service, including VINs.
