Scope of Work

The requirement is for comprehensive Marine Resource Services (NAICS 541990). Specific tasks include, but are not limited to:

  • Coordination of Monitoring Projects and Subject Matter Experts
  • Data Management, Analysis, and Reporting
  • Visual Surveys, Diving, and Marine Resource Surveys
  • Marine Species Observers, Passive Acoustic Monitoring, Tagging, Tracking, Photo Identification, and Behavioral Studies
  • Habitat Restoration, Coral Translocation, and Anomaly Avoidance Surveys
  • Event Reconstruction, Environmental Data Integration, and Ecological Analysis
  • Outreach, Biomonitoring, Biosecurity, and Aquatic Invasive Species Management
  • Development of Integrated Natural Resource Management Plans (INRMPs)
  • NEPA, Environmental Planning, and Supporting Studies
  • GIS Mapping, Endangered Species Act (ESA) Biological Opinions, Magnuson Stevens Fishery Conservation and Management Act (MSA) Essential Fish Habitat (EFH) Assessments, and Marine Mammal Protection Act compliance.

All work must conform to applicable Department of Defense, Navy, Federal, and regulatory requirements. Contractors must ensure compatibility with government software systems (Microsoft platforms, Adobe Acrobat, ESRI ArcGIS).

Contract Structure

The anticipated contract will be a Fixed-Price Multiple Award Contract (MAC), Indefinite-Quantity Type, with a base period and six (6) option periods. The total anticipated capacity is $99 Million.

Required Qualifications & Submission

Firms must demonstrate technical competence and experience. Key personnel must meet minimum professional qualifications, including specific education and experience for roles such as Principal, Project Manager, Environmental Scientist, Marine/Technical Biologist, various Diver types, Marine Species Observer, NEPA Planner, and GIS Specialist.

Interested firms must submit:

  1. A completed Information Summary Matrix detailing company information, small business status, financial capacity, contractual experience (including 5 relevant projects in Hawaii/NAVFAC Pacific AOR), and key personnel qualifications.
  2. A completed Potential Offeror Questionnaire addressing capabilities in managing large-scale projects, scientific dive methods, bioacoustic analysis, marine mitigation, and business licensing within the AOR.
