Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for a Medical Physicist to support the Rosebud Service Unit's mission of delivering optimal healthcare services to patients on the Rosebud Indian Reservation.

• Conduct annual physical surveys of imaging equipment (within 12 months of the previous year's survey).

• Submit all reports within 30 days of survey completion.

• Assist with corrective action plans, review plans with the program director, and re-evaluate for compliance within the following 11 months.

• Perform imaging equipment inspections and quality control surveys for various modalities including X-ray, Mammogram Units, Ultrasound, CT, and Dental units.

• Conduct acceptance testing for new or relocated imaging equipment.

• Perform inspections after repairs or modifications to imaging equipment.

• Provide consultation for additional services as needed (e.g., safety training, dosimetry badge reports).

• Review CT protocols annually.

• Perform Radiation Safety Audits.

• Provide shielding design calculations and perform shielding surveys.

• Assist in developing a comprehensive technical quality assurance (QA) program.

• Review engineering reports for corrective actions.

• Surveys and reports must adhere to specific timelines.

• Equipment inspections must comply with applicable Federal regulations and ACR recommendations.

• Specific tests and performance metrics are detailed for Radiographic and Fluoroscopic Equipment, Digital Radiography (DR), CT Scanners, Dental X-ray, Dental Cone Beam Computed Tomography (CBCT), and Ultrasound.

• Compliance with American College of Radiology (ACR), The Joint Commission (TJC), and Mammography Quality Standards Act (MQSA) is required.

• Period of Performance: March 1, 2026, through February 28, 2027 (one year from Date of Award).

• Place of Performance: Rosebud Service Unit, PO Box 550, 800 Hospital Drive, Rosebud, SD 57570.

• Contractors must submit evidence of board certification (American Board of Radiology, American Board of Medical Physics, or Canadian College of Physicists in Medicine) with their quote and submittal.

• Strict compliance with HIPAA and other relevant regulations regarding protected health information is required.

• The government will not exercise supervision or control over the contract service providers.

• The contract will be a Firm Fixed Price contract.

Sources Sought Notice

This notice is for market research purposes only, issued by the Indian Health Service (IHS) for Medical Physicists Services to be provided to Rosebud IHS Hospital in Rosebud, SD. It aims to determine the availability of Indian Economic Enterprises (IEE) and assist the government in deciding the acquisition method, including potential set-asides.
