Quick Summary
The Department of the Army has issued a Notice of Intent to Sole Source to Advanced Resource Technologies, Inc. (ARTI) for Multilingual Computing and Analysis Scientific Research, Development, Testing, Analysis and Data Generation Support Services. This notice also functions as a Request for Information (RFI) for other interested parties. The contract is a five-year Indefinite Delivery Indefinite Quantity (IDIQ) with an estimated value of $5,000,000.00. Responses to the RFI are due June 14, 2026.
Scope of Work
The government requires scientific research, development, testing, analysis, and data generation support to advance language technologies for the U.S. Army and Army Research Laboratory customers. This includes the development, integration, customization, testing, and evaluation of language technologies. A critical aspect is the need for personnel with demonstrated proficiency in low-density languages of military interest (e.g., Afghan Dari, Pashto, Iraqi Kurdish, African-accented French) combined with expertise in software engineering, artificial intelligence, machine learning, data generation, testing, and language technology R&D. The work involves linguistic data development for Natural Language Processing (NLP), computational linguistics and computer science research, hardware/software test and evaluation, and computer system/application programming.

Evaluation
This is not a request for competitive proposals. Capability statements submitted in response to the RFI will be evaluated solely to determine if competition is feasible. The determination to compete the requirement based on responses is at the sole discretion of the Government. The intended sole-source award to ARTI is justified under FAR 6.302-5, citing the Veterans Benefits Act of 2003 and Title 10 U.S.C 3204(a)(5) for SDVOSBs.
Additional Notes
Advanced Resource Technologies, Inc. (ARTI) is the incumbent contractor and is identified as an SDVOSB. Market research indicated ARTI's unique capability to provide personnel with both advanced foreign language skills (especially low-density languages) and computer science expertise, which is critical for this specialized work. This is the third consecutive sole-source award to ARTI for these services.
