Purpose

The government is seeking to identify industry capabilities to inform its acquisition strategy, including potential small business set-asides.

Scope of Work

The required services involve providing Curator support to the U.S. Navy Seabee Museum. Key tasks include:

• Assisting with the inventory of approximately 17,000 objects in the USNSM artifact collection.
• Unpacking storage boxes, cataloging items, and photographing each artifact.
• Repacking items using industry commercial practices.
• Performing routine work and special assignments, including training on new techniques.
• Working effectively with museum staff and visitors.

Key Requirements

Contractor personnel must be U.S. Citizens and possess expert-level working knowledge in:

• Digital photography, Adobe Photoshop Elements, and Acrobat Professional.
• Communication (verbal and written), teamwork, and independent work.
• Museum collection management standards and best practices, including digital asset management. Physical ability for walking, climbing ladders, standing, bending, stooping, and carrying objects up to 50 pounds is also required. The contractor is responsible for providing all necessary direct labor, supervision, management, and materials/equipment, with the government providing working space and essential office equipment.

• Period of Performance: Anticipated September 7, 2026 - September 6, 2027, with a twelve-month option period (September 7, 2027 - September 6, 2028).
• Place of Performance: U.S. Navy Seabee Museum, Naval Base Ventura County, Port Hueneme, CA.

Qualified sources should email capability statements and/or estimates to Ms. Shere' C. Reese at shere.c.reese.civ@us.navy.mil by May 28, 2026, at 2 PM EST. Responses must reference the Sources Sought number and include:

1. Company name, address, Point of Contact, phone, fax, and email.
2. Contractor and Government Entity (CAGE) Code.
3. Business size (Large, Small, 8(a), Hubzone, Woman-owned, Veteran-owned).
4. Existing Government contract vehicles (e.g., GSA, SeaPort-NxG) and applicable contract numbers.
5. Capability statement demonstrating ability to meet minimum requirements, including relevant past performance within the last 5 years (contract numbers, dollar value, period of performance).
6. Questions, comments, or feedback regarding the draft PWS or planned contract type.
7. Indication of prime or subcontractor capability, anticipated subcontracting percentage, and business size of subcontractors.
8. Specific details on how FAR clause 52.219-14 (Limitations on Subcontracting) would be achieved if a small business set-aside is pursued.
