Sources Sought Notice

This notice is for market research purposes only to identify potentially qualified small businesses for a future Indefinite Delivery Contract (IDC) for Dredging Support within the Great Lakes and Ohio River Division (LRD). This notice does not constitute a solicitation, and no award will be made from it. No solicitation, specifications, or drawings are currently available.

• The government intends to negotiate and award approximately three (3) IDCs with a base period of one year and four one-year option periods.

• The not-to-exceed amount for each IDC will be $80,000,000.00, shared among MATOC contractors.

• Work will be issued via firm-fixed-price task orders.

• Services include mechanical dredging/clearing and snagging work in the LRD Districts: Nashville (LRN), Louisville (LRL), Huntington (LRH), and Pittsburgh (LRP).

• Work may involve navigable waters and tributaries of the Ohio River above its confluence with the Mississippi River.

• Task orders may involve Independent Dredge/Disposal, Simultaneous Dredge/Disposal, or Land Based dredging scenarios.

• Performance metrics include work volume (0-400,000 cubic yards) and production rates (0-350 tons per hour).

• Contractors must be able to deploy equipment for required production rates and grade accuracy tolerances.

• Dredging Quality Management (DQM): Respondents must address experience with DQM requirements, current capabilities for DQM integration, and potential impact of DQM on bidding.

• Contract Type: Multiple Award Task Order Contract (MATOC) / Indefinite Delivery Contract (IDC).

• Estimated Value: Not-to-exceed $80,000,000.00 per contract.

• Period of Performance: One (1) year base period with four (4) one (1) year option periods.

• Response Deadline: May 08, 2026.

• Submission Requirements: Include contractor's business type (Small Business, 8(a), HUBZone, etc.), DUNS number, qualifications statement, documentation supporting Technical Capabilities and Specialized Experience (mechanical dredging, mobilization, land-based services, DQM experience), Past Performance (last 5 years), Management and Administration information (QC, Safety), and a list of available equipment with detailed specifications.

• Bonding: Provide construction bonding level per single contract and aggregate construction bonding level, along with current bonding capacity.

• Interest: Indicate Districts interested in supporting and any cost ranges considered too small or large for task orders.

• Page Limit: 30 pages (excluding past performance).

• Seeking small businesses, including Small Disadvantaged Business, Certified HUBZone, Woman-Owned, and Service-Disabled Veteran-Owned.

• NAICS Code: 237990 (Dredging and Surface Cleanup Activities), with a Small Business size standard of $30 million or less.

• Small Business Definition: Firm must perform at least 40% of the volume dredge with its own equipment or equipment owned by another small business dredging concern.

• Respondents are encouraged to provide additional comments or recommendations regarding DQM requirements and their potential impact on industry participation.

• Specific questions are posed regarding the MATOC structure, regional consolidation, and impact on participation.

• Contractors are encouraged to express interest and experience in this type of work.
