Quick Summary
The National Institute of Standards and Technology (NIST) intends to award a sole source, firm-fixed-price purchase order to Menlo Systems, Inc. for Replacement Locking Electronics for an Ultrastable Cavity Laser System. This notice serves as an intent to sole source under FAR Subpart 13.106-1(b). Interested parties capable of fulfilling the requirements must submit their capabilities in writing by February 5, 2026, 6:00 PM ET.
Purpose & Justification
NIST's Time and Frequency Division requires a replacement SYNCRO locking electronics system for their existing ORC1500 Optical Reference Cavity System (Project Number AU00615). Menlo Systems, Inc. is the sole manufacturer of both the ORC1500 and the compatible SYNCRO system. The SYNCRO system contains proprietary information essential for integration, and using incompatible third-party electronics could damage the ORC1500, void warranties, and make it ineligible for future service contracts from Menlo Systems. This acquisition is critical for precise laser frequency stabilization and temperature control to support scientific research.
Specific Requirements
NIST requires a SYNCRO control unit in a 19", 3 height units enclosure, including:
- Customized configuration to upgrade existing locking electronics.
- Servo loop electronics for Pound-Drever-Hall laser frequency stabilization with a high-bandwidth PIID controller.
- ORC-TEC Temperature Controller for EOM and vacuum chamber temperature stabilization.
- All additional components for full functionality.
- Installation of the SYNCRO unit at the user's lab in Boulder, CO.
