The Army Contracting Command – Redstone Arsenal is conducting market research through a Sources Sought / Request for Information (RFI) to identify potential sources capable of providing Engineering Services (ES) for the Stinger Weapon System. This support is required for both United States (US) and Foreign Military Sales (FMS) programs. This RFI is for planning purposes only and will not result in a contract award. Responses are due April 18, 2026.
Scope of Work
The contractor will provide comprehensive technical support and systems engineering functions for the Stinger Block I missile and associated systems. Key services include:
- Technical Support: Software engineering/support, integration, product engineering, drawing generation, special studies, design changes, test support, data acquisition and analysis.
- Reliability & Analysis: Reliability assessments, failure analysis, and review of technical documentation for quality and reliability factors.
- Logistics Functions: Technical manual generation/modification, maintenance support, readiness reporting, system repairs, availability management, packaging, handling, storage, and transportation (PHS&T), training, and system deployment.
- System Expertise: Provide technical expertise for all Stinger missile and launcher variants, support equipment, and system interfaces. This includes in-depth system engineering analysis for performance improvement and failure analysis, manufacturing engineering support, and design/technical support for test equipment.
- FMS Support: Assist FMS customers with issue resolution.

Response Instructions
Interested parties must submit a white paper, not exceeding 25 pages (12-point font for text, 9-point for figures), addressing:
- Part A: Business Information (Company details, CAGE, DUNS, NAICS size status, ownership).
- Part B: Capability (Company capabilities, staff, past experience on similar projects, experience with weapons/defense systems, missile systems, IR/UV seekers, integration, production, test equipment, risks/mitigation, subcontractors, personnel retention, and training experience).
- Part C: Financial Capability (Ability to perform the contract).
Responses must be unclassified and sent via email to the listed points of contact. Proprietary information must be clearly marked with the statement "Releasable to USG Agencies and their supporting Contractors for Review Only."

The Government will use non-Government support contractors to assess industry responses. This RFI does not commit the Government to contract for any supply or service, nor will it reimburse respondents for costs incurred.
