• Contract Type: Firm Fixed Price (FFP).

• Government Inspection and Acceptance: To be performed at Logistics Warehouse, Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005.

• Receiving Room Requirements (APG): Truck shipments accepted Monday-Friday (except holidays) from 8:00 AM to 3:30 PM at Logistics Warehouse, Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005. Packing slips must be affixed to the outside of packages. Deliveries can be coordinated by contacting Bldg. 321 at 410-278-4406.

• Tax Exemption: Exemption certificate number 30005004 covers exemption from Maryland retail sales and use tax for the Army Research Laboratory (ARL).

• Item Unique Identification: Clause 252.211-7003 requires unique item identification for delivered items meeting specific cost thresholds or identified in the schedule. This includes marking items with a two-dimensional data matrix and reporting specific data elements upon delivery.

• Wide Area WorkFlow (WAWF) Payment Instructions: Clause 252.232-7006 mandates the use of WAWF for electronic submission of vendor payment requests and receiving reports. Contractors must register and use WAWF for invoicing and reporting.

• Contract Type: Firm Fixed Price (FFP).

• Payment Terms: Payment terms of less than net thirty (30) days are unacceptable. Offers conditioned upon such terms will not be considered for award.

• Exceptions in Proposal: Any exceptions or conditions to the solicitation must be set forth in a cover letter.

• Award: No award will be made for less than the full quantities solicited. Offers proposing less than full quantities will be considered nonresponsive.

• Solicitation Provisions and Clauses: The solicitation incorporates provisions and clauses by reference. Full text can be accessed electronically via provided FAR and DFARS links. Offerors are cautioned to complete any required blocks within these provisions.

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Subpart 12.6. It seeks proposals for three (3) pulsed neodymium: yttrium aluminum garnet (Nd: YAG) lasers and one (1) Aiming Beam Module for alignment. This announcement is the sole solicitation; no written solicitation will be issued separately.

• CLIN 0001: Three (3) pulsed neodymium: yttrium aluminum garnet (Nd: YAG) lasers and one (1) Aiming Beam Module for alignment.

• Salient Characteristics are detailed in the attached SAM.gov posting.

• Delivery is required to Logistics Warehouse, Building 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005, FOB Destination.

• The acquisition is issued as a Request for Quote (RFQ).

• The solicitation incorporates provisions and clauses effective March 13th, 2026, through Federal Acquisition Circular 2026-01.

• Contract financing is not provided per FAR 32.003.

• Response Date: Due five (5) business days after posting via email to the Primary Point of Contact.

• Proposals must include a completed copy of FAR 52.212-3 (with Alternate I).

• Evaluation Criteria: Comparative evaluation procedures will be used, comparing all offers against each other. Awards will be made to the most advantageous offer based on Price, Technical Capabilities/Specification, and Past Performance. Offers must meet minimum technical requirements.

• This procurement is a 100% Small Business Set-Aside.

• It will convert to full and open competition if no acceptable offers are received from responsible small business concerns.
