Statement of Work (SOW) / Performance Work Statement (PWS)

To procure contractor services to manage, operate, maintain supplies, and perform maintenance and provide technical support for the Wastewater and Storm Water Programs at the Bureau of Engraving & Printing's (BEP) District of Columbia Facility (DCF). The services are required to support the BEP Wastewater Pretreatment Plant (WWPP) on a 24/7 basis.

• Manage, operate, maintain, and provide technical support for the Wastewater and Storm Water Programs.

• Support the BEP's Industrial Wastewater Pretreatment Plant (WWPP) which currently consists of four systems: Wiping Solution Wastewater Pretreatment Plant (WSWPP), Plating Wastewater Pretreatment Plant (PWPP), Grease Trap Wastewater Pretreatment Plant (GTWPP), and Wiping Solution Recycling Plant (WSRP).

• The GTWPP may be removed during the contract. Additional systems involving elementary neutralization and/or oil and water separation may be added.

• Includes an on-site lab and materials storage area.

• Perform all services necessary for safe, neat, clean, orderly, efficient, and successful management, operation, maintenance, and technical support.

• Manage and maintain storm water abatement measures.

• Develop and implement process improvements.

• Compliance with all applicable Federal, State, Local, and Organizational regulations, publications, and codes.

• Maintenance of 100% operational status and compliance with regulations, except for uncontrollable events.

• Specific performance indicators and surveillance methods are detailed in the "Performance Requirements Summary" section, covering areas like emergency repair notification, fines and penalties, plant shutdown, housekeeping, odor control, and material management.

• Place of Performance: Bureau of Engraving & Printing's Washington, DC facility (301 14th Street SW, Washington, DC 20228).

• Period of Performance: Includes a Phase-in Period (1 NOV 2026 - 31 OCT 2031), one 12-month Base Year (1 NOV 2026 - 31 OCT 2027), and four 12-month option years.
