Purpose
This is a Sources Sought notice ONLY, used for market research to identify qualified sources capable of providing FAA-certified parachute packing and rigger support. This notice does not constitute a solicitation, and the Government is not seeking quotes or proposals at this time.
Scope of Work
The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services for FAA-certified parachute packing and rigger support. Key tasks include:
- Packing personnel, student, and tandem parachute systems.
- Maintaining, servicing, and repairing parachute and ancillary equipment in accordance with FAA regulations, manufacturer specifications, and Army Regulation (AR) 750-32.
- Providing support for high-tempo, short-notice travel to demonstrations, competitions, and training events throughout CONUS.
- Maintaining a workforce of FAA Senior or Master certified parachute riggers with demonstrated experience on military-specific tandem and competition parachute systems.
- Flexibility for services often needed within 24 hours or less, subject to cancellation.
Performance Standards
- Parachutes must be packed to open reliably and softly.
- Main parachutes must be packed within 120 days of use.
- Capability to pack 5 standard systems in a 25-minute period.
- Maximum 1200 tandem packs (15 minutes per pack) and 10,000 standard packs (5 minutes per pack).
- One pack-in-process inspector must supervise no more than four parachute packers.
